English Medium Writing Workbook for Years 4 and 5
Tender Overview
About this tender
Overview The Ministry of Education (NZ) is seeking proposals through this Request for Proposal (RFP) for the purchase of English Medium Writing Workbooks for learners in Years 4 and 5, together with accompanying Teacher Support Materials (TSM), aligned with the New Zealand Curriculum (NZC). The RFP is issued on the Government Electronic Tender System (GETS). Purpose As part of the government's budget announcement for 2026, funding has been set aside to provide Writing Workbooks for learners in Years 4 and 5 (approximately 130,000 students), for the next four financial years, assuming funding is retained. These Workbooks are intended to help learners build strong foundations in fluent writing, support flexible use across different subjects, allow learners to revisit key concepts and practise independently, and help lift achievement by providing consistent, easy-to-use support that builds writing stamina and reinforces key skills. The Ministry is aware that many current offerings in the market are not aligned to the NZC, meaning suitable Workbooks and TSM are not readily available "off the shelf" and will need to be created. Scope The scope includes: Supply of physical Writing Workbooks for Years 4 and 5, aligned with the New Zealand Curriculum Provision of accompanying Teacher Support Materials (TSM), in either electronic or physical format Submission of either a completed Workbook, or a representative chapter and exercises (in this case, persuasive writing), for assessment Printing of Workbooks by either the respondent or the Ministry's print provider Where Workbooks are printed by the successful respondent, provision of resources in quantities of 1,000, delivered to the Ministry's distributor, at an average cost of $30.00 or less per Workbook Contract Terms and Conditions As a result of this procurement, the Ministry will create a list of up to three (3) Writing Workbooks for each Year group, being up to six (6) Writing Workbooks in total, that schools can select from No minimum commitment to purchase will be given by the Ministry Ongoing purchases will be made during purchasing windows, with suppliers asked to confirm that small numbers can be ordered All physical items will be stored and distributed by the Ministry's preferred supplier Enquiries Contact: Darren Stafford Phone: 04 439 5433
How to respond to this tender

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
