UC is seeking a qualified IQP provider to deliver BWOF inspection and certification services of named Mechanical Specified Systems across its campuses. The IQP/BWOF provider will have a strong HVAC, smoke control, fire compliance, and emergency systems capability. The work involves carrying out inspections, reviewing maintenance and reporting on a building's specified systems to identifying compliance risks, and issuing certification required under the Building Act. This is critical work that directly supports UC’s ability to meet its legal compliance obligations. The systems have been split into two scopes. Suppliers can submit a proposal for either of the scopes. If a supplier is able to deliver both scopes, please indicate this as well and submit your proposal accordingly. The scopes are split as follows: SCOPE 1: SS4 Emergency Lighting and SS14.1 Emergency Power Systems SCOPE 2: SS5 Escape Route Pressurisation System; SS9 Mechanical Ventilation or Air Conditioning Systems; SS13.1 Mechanical Smoke Control Systems; SS13.2 Natural Smoke Control; SS13.3 Smoke Curtain UC prefers a provider that delivers the majority of the services using its own in-house resources, rather than primarily acting as an intermediary and subcontracting the work to third parties. Please make note of all the deadlines (questions, site visit and submission).
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
