Wellington City Council (WCC) anticipates undertaking a procurement process for the delivery of kerbside waste and recycling collection services across Wellington City. This procurement is expected to replace existing contracts due to expire from June 2028 onwards and represents a significant long-term service opportunity. Council anticipates releasing a Registration of Interest (ROI) shortly to assess market capability and shortlist suitably qualified suppliers. This will be followed by a Request for Tender (RFT), anticipated in late August to early September 2026. The future services will include: • Kerbside refuse collection • Kerbside commingled recycling collection • Kerbside glass collection This procurement is being undertaken within a constrained timeframe, particularly due to the lead times associated with procuring collection fleet. Suppliers should note that the ability to mobilise services, including fleet procurement and deployment, will be a key consideration. Indicative procurement timeline: • ROI anticipated late June • ROI close: July 2026 • RFT anticipated: late August to early September 2026 • Contract award: late 2026 • Service commencement: from July 2028 (aligned with existing contract expiries) Contact : Elisha Minehan Email : elisha.minehan@wcc.govt.nz Telephone : 020 444 8688
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
