Overview The Ministry of Education (referred to as "the Buyer", "the Ministry", "we" or "us") is inviting proposals through this Request for Proposals (RFP) for Professional Learning and Development (PLD) for English Medium Learning Areas, Years 0-10, specifically for the English Learning Area. About The Ministry is undertaking a multi-year refresh of the national curricula, including The New Zealand Curriculum | Te Mātaiaho (NZC), to provide a clearer, more coherent, knowledge-rich framework aligned with the science of learning and evidence-informed high-impact explicit teaching pedagogies. The refreshed curriculum is being implemented in phases between 2026 and 2030, requiring sustained system support across the PLD rollout timeframes. Purpose PLD is a critical enabler of successful implementation of the New Zealand Curriculum | Te Mātaiaho (NZC), supporting teachers and leaders to build capability in knowledge-rich curriculum delivery, evidence-based teaching practices, and effective use of data and assessment. Scope The scope includes: Delivery of PLD services for the English Learning Area, covering teachers in Years 0-10 across the Ministry's twelve regions Delivery of a service commencing from Term 2 2027 A delivery design that is scalable and inclusive of all travel costs Delivery of at least two face to face sessions in each of the Ministry's twelve regions every year Contractor Requirements A single supplier or consortium is sought per Learning Area to deliver PLD Suppliers may bid for one, multiple, or all of the six Learning Areas (Science, Social Sciences, English, Art, Technology, Learning Languages), noting this RFP is specifically for the English Learning Area Proposed delivery approaches must remain within the RFP parameters and indicative budgets, and must be delivered within the prescribed timeframes Instructions to Tenderers This RFP is an open procurement process conducted via the Government Electronic Tender System (GETS), inviting responses to provide PLD services for Years 0-10 covering one or more of the six Learning Areas of the revised curriculum.
