Overview Waimakariri District Council is inviting Registrations of Interest for the physical works contract for the Rangiora Eastern Link (REL), a proposed 3 km new collector road. Purpose The Rangiora Eastern Link is designed to relieve traffic congestion on Southbrook Road, enhance transport efficiency, and unlock new residential areas in East Rangiora and commercial development in Southbrook. About The expected cost estimate for the project is $65.9 million, including physical and enabling works, fees and land acquisition. Council has approved the Business Case and co-funding has been confirmed for the pre-implementation phase from NZTA. This invitation follows a review of responses to a recent Market Sounding (Contract reference 26/16). Scope The scope includes: Provision of services during the design phase under an Early Contractor Involvement (ECI) agreement Delivery of the main construction (physical works) contract for the Rangiora Eastern Link Approximately three contractors will be shortlisted and initially engaged under separate fixed-fee Early Contractor Involvement agreements before being invited to tender for the main construction contract, likely in later 2027 or early 2028. Contractor Requirements Experienced civil contractor with the capability and capacity to construct the Rangiora Eastern Link Strong record in delivering comparable transport infrastructure Appropriate technical and commercial capability Collaborative approach to project delivery Sufficient resources to deliver the physical works contract
