Supply and Installation of Structured Cabling & Related Physical Network Infrastructure
Tender Overview
About this tender
Overview Massey University is seeking to appoint a preferred supplier for the design, supply, installation, testing, certification, warranty, and documentation of structured copper and fibre cabling and related passive physical network infrastructure across its Auckland, Manawatū, and Wellington campuses. Purpose This RFP is aligned with, but separate from, Massey University's Enterprise Network Refresh Request for Proposals, which seeks a strategic delivery partner for active network hardware, software platforms, network architecture, implementation, and managed services. The Network Refresh RFP excludes structured cabling and associated infrastructure from its scope. This RFP covers the passive infrastructure works required to support the Network Refresh programme and Massey's ongoing structured cabling requirements. Active network equipment design, supply, configuration, lifecycle support, managed services, and ongoing maintenance remain outside the scope of this cabling contract unless limited physical installation assistance is specifically requested through an approved work order. Scope The scope includes: Supply and Installation of Structured Copper Cabling: Installation of Cat5e, Cat6, or Cat6A horizontal cabling, termination on TE Connectivity-approved jacks, patch panels, and outlets, delivered in compliance with Massey University standards and AS/NZS cabling regulations, with a minimum 20-year manufacturer performance warranty and 2-year installation warranty Supply and Installation of Fibre Optic Cabling: Installation of OM3/OM4 multimode and OS2 single-mode fibre, fibre termination, fusion splicing, testing, and documentation, delivered in compliance with the Installation Policy and Guidelines for Implementation and Operation of Massey University Telecommunications Cabling Infrastructure, with a minimum 20-year performance warranty and 2-year installation warranty Cabinets, Racks, Enclosures, and UPS: Supply and installation of free-standing racks, wall-mount cabinets, and Hi-D racks, including ventilation, power rails, seismic bracing, cable management, and earthing, plus installation and maintenance of UPS equipment required to support networking requirements External and Internal Pathways: Design and installation of underground ducts and conduits, pits and manholes, cable trays, wire baskets, catenary wires, service columns, skirting ducting, and workstation pathways, ensuring service separation and compliance with standards Testing and Certification: Copper cable testing (NEXT, attenuation, ACR, return loss, wire map, and similar), fibre optic testing (OLTS Tier 1 and OTDR Tier 2 where required), and submission of full electronic test results and as-built documentation Warranty and Documentation: Facilitation of the TE Connectivity 25-year system performance warranty and provision of as-built drawings, labelling, photographs, and test reports in compliance with administration and labelling standards Health, Safety, Compliance, and Project Management: Site surveys, health and safety plans, emergency management, continuity planning, coordination with other trades, and meeting all Massey University policies and New Zealand regulatory requirements Network Hardware Support Tasks: Physical installation assistance for networking equipment, including mounting of wireless access points and installation of switches in racks, and associated services such as removal of redundant cabling or hardware and fault identification and repair of cabling issues, provided on an as-needed basis (detailed requirements are contained in Appendix 2) Ongoing maintenance of active network devices is excluded from this cabling contract's scope. Instructions to Tenderers Proposals should not include active network hardware, software platforms, network management tools, wireless controllers, routing platforms, or ongoing maintenance of active network devices. Proposals must: Clearly separate structured cabling and passive infrastructure services from Network Refresh active equipment scope Clearly identify whether services are offered for one, two, or all three campuses Provide clear and comparable pricing without hidden or unclear elements Demonstrate the ability to meet Massey's cabling standards, warranty requirements, documentation requirements, and health and safety obligations
How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Read the requirements in full
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
