SmartGrowth is a long-standing sub-regional growth partnership across the western Bay of Plenty involving Tauranga City Council, Western Bay of Plenty District Council, Bay of Plenty Regional Council, tāngata whenua, Priority One, and central government partners. SmartGrowth was established to provide long-term strategic leadership, coordination, and direction across the western Bay of Plenty sub-region. The partnership operates within an evolving environment including population growth, infrastructure delivery and funding challenges, housing pressures, resource management reform, and wider local government reform. The Tū Pakari Pou Ārahi role provides an important strategic interface between SmartGrowth partners and tāngata whenua, supporting partnership-based leadership, governance participation, strategic alignment, implementation coordination, and integrated decision-making. Respondents are encouraged to demonstrate their own strategic thinking, methodology, and approach to delivering the outcomes sought through this procurement.
