QLDC is seeking a supplier that can provide senior, practical and legally sound organisation, people, employment and transition expertise. The supplier will be expected to: • Provide a named Organisation, People and Transition Workstream Lead • Lead and coordinate delivery of the Organisation, People and Transition workstream • Support development of the WSCCO organisational strategy, operating model, structure and functions • Develop detailed organisation design, including role summaries, position descriptions, role sizing and resourcing requirements • Develop and support implementation of the staff transition, employment and industrial relations strategy • Develop staff transition guidelines and support consultation with staff, unions/PSA and relevant stakeholders • Support role impact assessments and affected staff pathway analysis • Develop or support terms and conditions of employment, remuneration strategy and employment documentation • Support recruitment and onboarding for the Chief Executive, executive leadership, new roles and transferring staff • Support development of the organisational policy framework and key Day 1 people policies • Provide people-related input into systems, processes, SOPs and guidance • Support working premises requirements and Day 1 people-function readiness • Support change management for staff-related impacts • Work closely with QLDC People & Capability and other programme workstreams.
