Ipswich City Council (“Council”) is seeking a request for tenders (RFT) for cost‑effective and compliant pathways for beneficial reuse or disposal of circa 110,000 m³ of excavated fill planned for removal as part of upcoming redevelopment works. This site is located on the corner of Eden Station Drive and Springfield Greenbank Arterial, Springfield QLD 4300, also known as Lot 4 on SP309050. Council invites from suitably qualified and licensed organisations (“Suppliers”) capable of accepting, transporting, treating and/or disposing of PFAS‑impacted soil material offsite. Background and Site Context: This site is located on the corner of Eden Station Drive and Springfield Greenbank Arterial, Springfield QLD 4300, also known as Lot 4 on SP309050. Regulatory Status: listed on the Queensland Environmental Management Register (EMR) for notifiable activity 20 – Landfill. The site is in the process of removal from the EMR. Further details of the site and investigation information will be supplied upon request. As part of planned redevelopment works, Council expects to excavate and remove a substantial volume of imported fill material currently located on the site Scope: The following scope describes the capability Council is seeking. Suppliers must demonstrate the ability to provide, if offered and engaged under contract: Supplementary testing, approvals and specialist support. Suppliers are required to identify any supplementary testing, approvals, or support from suitably qualified consultants necessary to deliver the works. The tender response must include: (a) An outline of any additional testing, approvals, or specialist assistance required. (b) An indicative cost allowance for these activities. (c) A summary of how these activities would be managed and integrated into the delivery of the works. All such requirements are to be arranged and coordinated by the Supplier. Material Handling and Transport. (a) Excavation, loading and/or removal of PFAS impacted soil from site. (b) If necessary, transport by appropriately licensed transporters. (c) Measures to prevent cross‑contamination, loss of containment or secondary pollution. (d) Spill response, incident management and reporting protocols. Note: Based on statistical (95% UCL) assessment, the fill does not meet the definition of regulated waste under the Environmental Protection Regulation 2019 for PFAS. However, isolated exceedances of Category 2 thresholds were identified in individual samples, indicating localised PFAS contamination that may require management controls depending on excavation, segregation, or disposal approach. Reuse, treatment or disposal. Suppliers may be required to prepare or provide additional information pertaining to a plan for the Reuse, Treatment or Disposal of the fill proposed, including but not limited to; (a) Environmental management systems – ISO 14001 or equivalent. (b) PFAS specific controls and procedures. (c) Incident response and corrective action framework. Reuse at a lawful location (inside or outside of the Ipswich Local Government Area) and / or acceptance of material at a licensed facility. Treatment, disposal and transport in accordance with approved standards, guidelines or permit conditions. Clear articulation of whether PFAS is: (a) Destroyed, (b) Immobilised, (c) Encapsulated, or (d) Permanently contained. Treatment is not to occur onsite. Chain of custody and compliance. Suppliers are required to outline their proposed approach to environmental compliance and chainof-custody management, including: (a) How end-to-end chain-of-custody tracking would be implemented. (b) How waste tracking and documentation would comply with Queensland regulated waste requirements. (c) How validation, verification and compliance reporting would be undertaken to meet regulatory and audit expectations. A project-specific Environmental Management Plan (EMP) will be required to be developed and approved prior to engagement and/or commencement of works, forming part of the delivery phase. Completion and handover requirements. Respondents are required to outline how the site will be left upon completion of works, including (but not limited to): (a) Removal of all temporary works, equipment, materials, and waste. (b) Confirmation that the site will be left safe, stable, and fit for its intended use. (c) Reinstatement of disturbed areas. (d) All external areas left clean and clear, such as site access and egress points. (e) Provision of any required validation or completion documentation prior to handover. Regulatory and compliance. Respondents must demonstrate compliance with, at a minimum, including (but not limited to): (a) Planning Act 2016 and Planning Regulation 2017 (b) Ipswich City Plan 2025 or equivalent outside of the Ipswich Local Government Area (c) Environmental Protection Act 1994 (Qld) (d) Environmental Protection Regulation 2019 (e) NEPM 2013 – Assessment of Site Contamination (f) PFAS National Environmental Management Plan (NEMP) Version 3.0 (2025) (g) DES Model Operating Conditions for ERA 60 Waste Disposal (2019) (h) Chain‑of‑custody and transport tracking requirements (i) PFAS‑free sampling/decontamination procedures for any additional testing (j) Suppliers are responsible for seeking or obtaining all necessary regulatory approvals and for maintaining compliance with regulatory approvals. Suppliers must hold, haveformal access to, or be able to obtain all landowners consents, licences, permits, and regulatory approvals required to undertake the proposed activities.
