Overview The Department of Transport and Main Roads (QLD) is seeking a contractor for the lawful removal, destruction and disposal of a submerged vessel known as the 'Muddy Bay Wreck' from Pioneer Bay, Airlie Beach, Queensland. Scope The scope includes: Recovery, removal, destruction and disposal of the submerged vessel, incorporating recycling and resource recovery practices where practicable Completion of all works by 30 November 2026 Return of the yellow special mark buoy currently marking the vessel location to the MSQ Operations Base, Shingley Beach Road, Airlie Beach, upon completion of the removal Implementation of appropriate environmental protection and mitigation measures throughout the works Rehabilitation of any areas disturbed by the works to an acceptable condition upon completion Lawful destruction and disposal of the vessel at a licensed and approved waste disposal facility Provision of documentary evidence confirming disposal, including a waste disposal facility weighbridge receipt and any other relevant disposal records Submission of a final report and invoice within five (5) business days of completing the removal and disposal of the vessel Contractor Requirements Provide a detailed methodology outlining the proposed approach for removal, transport, storage (if applicable) and disposal of the vessel, identifying all resources and specialist resources required, and addressing site access, safety and environmental controls, proposed timeframes, and any assumptions or constraints relevant to the works, to be used to assess capability and suitability to complete the works safely, efficiently and in accordance with all applicable legislative requirements Comply with all applicable Commonwealth, State and Local Government legislation, regulations and approvals, including environmental requirements relevant to the sensitive nature of the site Maintain regular and effective communication with the Project/Contract Manager throughout the term of the contract and promptly advise of any issues that may affect delivery of the works Provide the Project/Contract Manager with a minimum of two (2) business days' notice prior to commencing works and notify the Project/Contract Manager immediately upon completion of vessel removal Undertake all works in accordance with the approved methodology, with no variation permitted without prior written approval of the Project/Contract Manager Ensure any subcontractors employed have all appropriate qualifications and insurances to undertake the scope of work they are employed to undertake Not undertake any additional works outside the approved scope without obtaining prior written approval from the Project/Contract Manager Identify the proposed disposal facility within the submitted methodology Contract Terms and Conditions Contract Period: 16/10/2026 to 30/11/2026 All works must be completed by 30 November 2026 Information Requested Completed Request for Written Quotation Detailed methodology addressing removal, transport, storage (if applicable), disposal, resources, site access, safety and environmental controls, proposed timeframes, and any assumptions or constraints Documentary evidence confirming disposal of the vessel at the approved facility, including a waste disposal facility weighbridge receipt and any other relevant disposal records Final report and invoice, submitted within five (5) business days of completing the removal and disposal of the vessel Instructions to Tenderers Tenderers are to download and complete the Request for Written Quotation (Word document), save it as a PDF file and return it via Vendorpanel, accompanied by the requested documents.
