About this tender
Overview Cairns Regional Council invites quotations from suitably qualified Respondents to provide a range of compliance and regulatory support services related to Council's obligations associated with an Environmentally Relevant Activity (ERA) under the Environmental Protection Act 1994 and Environmental Protection Regulation 2019, where an activity has the potential to release contaminants or cause environmental harm. Scope The scope includes, but may not be limited to, the following: Review of annual return paperwork completed by operators to ensure compliance with requirements and conditions Undertaking onsite annual audit inspections of properties to ensure compliance with conditions of approval Creating and providing Council with a report on annual audit inspections, including any recommendations associated with conditions of approval or compliance concerns Reviewing and providing recommendations on any new applications or applications for amendments to conditions received by Council, including whether applications can be approved subject to the standard conditions or any additional appropriate conditions required for the operations Contractor Requirements Engagement will depend on proven expertise, specialised skills, availability, relevant experience and nominated rates Respondents may nominate more than one suitably qualified resource and must provide information regarding relevant qualifications, knowledge and experience Contract Terms and Conditions The Scope of Works is intended to be flexible to accommodate changes to the number and types of devolved ERAs administered by Council throughout the contract term Council does not guarantee a minimum quantity of work under this contract Tenders are to remain valid for a period of 120 days from the Closing Time Instructions to Tenderers Completed responses must be lodged by uploading the submission to Tenderlink, using the response forms within the tender documentation. It is strongly recommended that tenderers begin uploading their submission files at least two (2) hours before the tender closing time. Submissions must be fully received by the closing time; late, verbal or emailed tenders may not be accepted and will be subject to Council's sole discretion. Submissions will not be opened publicly, and the lowest or any tender may not necessarily be accepted. Council reserves the right to change the specifications prior to making a decision on the submissions received in response to this invitation and may invite all Respondents to change their submission to take into account any change in the tender specifications. Enquiries Tender enquiries, questions or clarifications should be directed via the online forum. Cairns Regional Council officers are unable to respond to verbal enquiries in relation to the tender. The forum will close five days prior to the closing time and date, and all questions, information requests and clarifications must be posted prior to this time.
