Tropical Cyclone Alfred Environmental Recovery Program, Catchment Rehabilitation Program

Overview The Department of the Environment, Tourism, Science and Innovation invites Offers from eligible Suppliers for the provision of services to support catchment rehabilitation following the Tropical Cyclone Alfred and Associated Severe Weather, 1 - 16 March 2025. Purpose The objective of this Invitation to Offer (ITO) process is to engage eligible Suppliers across the 18 impacted Local Government Areas (LGAs) to support the delivery of catchment rehabilitation projects that deliver on-ground catchment rehabilitation efforts meeting the objectives and outcomes, eligibility criteria and timeframes of the DRFA funding allocation. Proposed projects must support disaster recovery activities as a result of impacts caused by Tropical Cyclone Alfred and Associated Severe Weather, 1 - 16 March 2025. Scope Suppliers are invited to offer catchment rehabilitation projects that deliver on-ground catchment rehabilitation efforts meeting the objectives and outcomes, eligibility criteria and timeframes of the DRFA funding allocation. The scope of this procurement activity is to support projects focused on catchment rehabilitation, for example: Services Cultural guidance on recovery activities Biodiversity conservation activities for locally significant species or threatened species and their habitat, including rehabilitation and reconnection of species habitats, and to mitigate further impact Stakeholder engagement activities such as community information sessions and volunteer capacity building (for example planting days, training for maintenance, working bees for habitat recovery) Activities which measure and/or improve population trajectories of species impacted by the event Works Erosion recovery activities including bank stabilisation and rehabilitation, including revegetation, of riverine areas and within affected catchments, including seeding and revegetation, earthworks to support rainfall retention and enhance germination of native perennial grasses, and off-stream livestock water points Instream habitat replenishment Exclusion fencing (temporary or permanent) to reduce livestock access and off-stream livestock water points for protection of waterway rehabilitation activities where relevant Control of weed and pest incursions in riverine and flood out zones as well as along newly disturbed landscapes (such as landslides), and to support establishment of revegetation activities Clean-up and removal of debris directly related to catchment rehabilitation activities, where not funded under other DRFA funded initiatives such as the Community Relief Fund or the Environmental Recovery Cleanup grants for environmental clean-up and local conservation activities Out of Scope The following are out of scope of this ITO: Activities or services provided outside the eligible LGAs Pre-planning activities, including feasibility studies Temporary works, other than those required to enable completion of the approved project or activity Repair works to event-damaged infrastructure, including public facilities and signage Works on private or public roads (exclusive of road assets within National Parks, Private Protected Areas, First Nation country, or unallocated state land parcels) Repairing private farm infrastructure, including dams Grazing land soil conservation Official opening expenses (including permanent signage) Duplication of existing initiatives or activities funded through other DRFA funding for this eligible event, for example the Community Relief Fund or Reconstruction of Essential Public Assets (REPA) Eligibility Suppliers and projects offered through this ITO process are required to meet the eligibility requirements outlined within Part A - Invitation to Offer, Attachment C - Eligibility Details. This information should be carefully reviewed prior to submitting an offer. Information Requested Suppliers may offer one or more projects using the Part A - ITO: Attachment D - Project Plan template. Completed Project Plan templates are to be accompanied by supporting evidence and documentation, including but not limited to: Pre and post event photographs of the impacts Letters of support from landholders or First Nations groups Maps and similar supporting materials As each project will be individually evaluated, Suppliers should ensure sufficient detail and supporting documentation is provided in each Project Plan template submitted. Instructions to Tenderers Suppliers are strongly encouraged to consider the value of projects offered in alignment with the following points: Funding for catchment rehabilitation activities is finite and limited, with 18 local government areas activated and a large number of eligible supplier categories able to undertake activities Suppliers can offer multiple projects and include prioritisation between multiple projects, as each project will be individually evaluated Suppliers should consider an approximate budget range for activities between $50,000 and $1,000,000 as favourable; if a project significantly exceeds this budget range, strong evidence and justification for why the activity should be funded must be provided In preparing Offers, Suppliers are encouraged to discuss potential projects with other interested stakeholders such as environmental and community groups, Traditional Owners and local landholders. Contract Terms and Conditions Total project costs may include a combination of eligible and ineligible costs; contracted Suppliers will be responsible for all ineligible costs, as well as eligible project costs over and above the approved contracted amount Projects must be completed no later than 30 June 2028, as the DRFA ERP end date is 30 June 2028 and this date cannot be extended Tender Briefing A Supplier Briefing Session will be held for this ITO.
