About this tender

Through this process, The Queensland Ambulance Service (QAS) is seeking information regarding Fleet Management Solutions, Managed Fleet Services and supporting implementation, transition and organisational change capabilities. This process is being undertaken as a market capability and market sounding activity to inform QAS’s understanding of the solutions, services and delivery models currently available within the market. Scope: To support the objectives QAS is seeking information regarding contemporary Fleet Management ICT Solutions, Managed Services and associated implementation, transition, organisational change and support services available within the market. QAS is interested in understanding integrated solution offerings that combine technology, managed services and organisational capability to support the establishment, operation and continuous improvement of fleet management outcomes across a complex operational environment. Information obtained through this RFQ will assist QAS in understanding contemporary market capability, service delivery approaches and solution models that may inform future planning and procurement activities. While QAS is interested in understanding capability across the service areas outlined below, respondents are encouraged to describe how these capabilities may be delivered as a cohesive, scalable and sustainable operating model. The objectives of this RFQ are to: • Understand the Fleet Management Solutions, Managed Fleet Services and supporting capabilities currently available within the market. • Explore contemporary service delivery approaches utilised across comparable organisations and operationally critical environments. • Understand implementation, transition and organisational change approaches utilised to support successful service adoption and ongoing capability development. • Gain insight into technical, integration, reporting, analytics, telematics and data capabilities available within the market. • Understand service consumption models, pricing methodologies and key cost drivers associated with fleet management solutions and services. • Explore opportunities for scalability, innovation, continuous improvement and future capability growth. • Identify market approaches that support effective service delivery, operational outcomes and long-term value. • Inform future procurement planning and market engagement activities. QAS encourages respondents to provide information that reflects both current capability and future service evolution, including opportunities to support ongoing improvement and changing operational requirements. This RFQ is being conducted for market analysis, capability assessment and procurement planning purposes only and does not constitute a commitment by QAS to proceed with any subsequent procurement activity. Delivery Consideration Area: Service Establishment - Mobilisation activities, governance arrangements, service commencement activities, operational readiness and support model establishment. Solution Implementation - Solution configuration, deployment activities, testing approaches, environment establishment and implementation planning considerations. Fleet Data and Information Transition - Fleet data migration, data quality activities, asset information management, historical data considerations and supporting information management activities. Technical Integration - Enterprise integration activities, telematics integration, interface management, interoperability and supporting technical considerations. Organisational Readiness and Adoption - Stakeholder engagement, communications, training, business readiness, adoption support and operational transition activities. Knowledge Transfer and Capability Development - Knowledge transfer activities, operational capability development, support readiness and administration considerations. Service Optimisation and Continuous Improvement - Service review activities, performance monitoring, continuous improvement approaches and service maturity considerations.
