Overview Tourism and Events Queensland (TEQ) invites proposals from suitably qualified data suppliers to deliver international visitor transaction data (from credit and debit cards) within Queensland and Australia. Scope The scope includes: Delivery of estimates of international traveller spending using card transaction and banking data, for international travellers intending to stay in Australia for less than 12 months Coverage of the following international source markets: Canada, China, France, Germany, Hong Kong, India, Indonesia, Italy, Japan, Malaysia, Philippines, Singapore, South Korea, Taiwan, Thailand, United Kingdom, United States and Vietnam Provision of total spend data for Queensland, segmented by international source market Provision of estimated number of visitors Provision of number of transactions Provision of spend per visitor Provision of spend by expenditure category Provision of regional breakdowns (State, Tourism Region, and if available SA2) Provision of data at daily, weekly or monthly frequency Provision of customer demographic data Information Requested Proposals are to include separate cost options for data provided at a daily/monthly frequency and geographic breakdowns (for example by tourism region, and/or local government area (LGA), and/or by statistical area level, up to the SA2 level). Submissions must outline the methodology used to derive the outputs and address the following elements: Sources of data (personal credit card, debit card, business/corporate card, POS etc) Capture of other payment platforms (eg Alipay, UnionPay, WeChat Pay and JCB) Sample coverage by source market Granularity of data at the regional level Privacy/confidentiality reporting thresholds Methodology, including weighting approach Treatment of pre-booked items and total spend for the respective category (eg accommodation and flights), including whether these items are included in the data, whether a total category figure is produced, and how pre-booked spend is attributable to a region (if applicable) Whether flight spending can be split to provide spending on the domestic and international networks How card spend for families and groups are handled to capture visitation and spend per person Data Supply and Delivery Vendors are requested to address their ability to deliver data services across the following areas: Accurate and consistent time series data Time series coverage, being the length of series available Data processing times/latency Geographic breakdowns mapped to Queensland's 13 tourism regions (optional: data granularity at the LGA and Statistical Area, up to the SA2 level) Data access options (eg API, dashboards, flat files, etc) Responsive customer support and client liaison Content Usage and Shareability The supplier is to outline in the proposal any restrictions or limitations on sharing data with key industry stakeholders including the Minister, the Department of Environment, Tourism, Science and Innovation (DETSI), Regional Tourism Organisations (RTOs), and other Queensland Government departments. The proposal should also outline any restrictions on displaying or publishing the raw or transformed data across different formats, including but not limited to industry presentations, workshops, newsletters, webinars, and media releases.
