Information requested by others 20/May/2026 07:26 AM Question : Greetings, We are a software escrow services provider. Software escrow is all about managing risk around implemented solutions (including in development, bespoke applications and technologies, databases and interfaces) and the Supplier of those services. Whether the delivered solution is a standalone app or a SaaS deployment, the licensee/User wants to know the Supplier will be able to provide services in the future for the application and also, the relevant interfaces going forward. Software escrow helps to mitigate those risks. As the documentation is silent on whether there will be a requirement for, or consideration of software escrow services, could you, if appropriate, let me know the following: 1. Has software escrow been considered as a risk mitigation strategy for this solution? 2. If it has, has it been discarded? 3. If software escrow is required, how will you go about selecting your software escrow agent, given the cost of software escrow services is typically modest? Sincerely, Software Escrow Guardians Answered on 20/May/2026 05:12 PM : Good afternoon, In relation to this procurement exercise, the Chief Information Officer at Isaac Regional Council has confirmed that there is no requirement for software escrow services. We appreciate your interest and thank you for reaching out to Council. Could you please confirm whether a tender response would be considered for a newly configured SaaS solution built on an existing application framework, where the core requirements are delivered within the required go-live timeframe and optional or non-core enhancements are staged through the contract term? If so, should this be submitted as a conforming tender, or would this approach need to be identified as a non-conforming or alternative solution? Answered on 26/May/2026 11:31 AM : Good morning, The Project Manager has advised that while mature “Off the Shelf” SaaS solutions with minimal customisation are preferred, custom off the shelf (COTS) solutions built and delivered in through a fully “as a Service” model will be considered for suitability. All required components of the solution will need to be supplied as part of the “as a Service” delivery agreement. For example, if solutions are being proposed that depend on Microsoft platform technologies such as SharePoint Online, PowerApps, PowerBI, etc. these elements will need to be independently hosted and fully maintained by the solution provider as part of the “as a Service” delivery agreement. How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Read the requirements in full
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
