Overview Central Highlands Regional Council (CHRC) invites suitably qualified consultants to submit tenders for RFT260086, Long-Term Residual Waste Solution, Standardised Site Assessment. The engagement is for a strategic waste planning consultancy to undertake a comprehensive, evidence-based assessment of Council's long-term (30 to 50 year) residual waste disposal solution. Purpose The assessment is intended to produce a defensible options report to inform future Council decision-making on long-term residual waste disposal. Scope The scope includes: Reconciling the remaining life of the existing Lochlees Resource Recovery and Landfill Facility Modelling long-term residual waste demand Developing a standardised assessment methodology Evaluating potential long-term disposal options against the Queensland Landfill Siting, Design, Operation and Rehabilitation Guideline (ESR/2015/1627) Preparing a defensible options report to inform future Council decision-making This is a desktop strategic planning and technical assessment. It does not include detailed engineering design, statutory approvals, land acquisition, or intrusive field investigations, which are outside the scope of this procurement. Contractor Requirements Suitably qualified as a strategic waste planning consultancy Contract Terms and Conditions The consultancy is expected to commence shortly following contract award The engagement is to be completed over an approximately six-month period Services may be undertaken remotely, however attendance at key meetings and site inspections in Emerald, Queensland, will be required during the engagement
