Mapoon Football Field

Overview Mapoon Aboriginal Shire Council (MASC), as the Principal, has executed a Funding Agreement with the Department of Sport, Racing and Olympic and Paralympic Games (DSROPG) to deliver upgrades to the Mapoon Football Field. The Project scope has been structured into individual components, with alternative solutions identified for certain elements of the works. This approach provides the Principal with flexibility to select the combination of works to be delivered within the available project budget. Tenderers are required to separately price the identified scope items and options, with the final scope to be determined by the Principal based on available funding and tendered prices. Purpose The current football field is a barren site with minimal infrastructure in place. MASC wishes to upgrade the existing football field at Mapoon to conform with NRL Standards. Scope The Project is being delivered as an AS2124 (Construct-Only) Project, with the Contractor holding minor design obligations as outlined below. Detailed Design Civil design: Construction Issue civil design drawings are included in the Tender; the Contractor has nil obligations to progress these designs Irrigation design: finalisation of the Preliminary Issue irrigation design during the Detailed Design Phase, reorienting the field to a Northeast to Southwest layout and sourcing water from the existing town water supply via the existing clubhouse (not the nearby Council Bore shown in the preliminary drawings), including engagement of Gilboy Hydraulic Solutions to finalise the design, with all associated costs allowed for within the tendered price for both irrigation options Goal post design: preparation of certified and construction-suitable goal post documentation in accordance with the NCC and the NRL Preferred Facility Guidelines for Grassroots Rugby League 2014, on the assumption the facility will be used for State League level, including obtaining and providing to the Superintendent Building Approval during the Detailed Design Phase and Building Certification during the Construction Phase Construction The scope of works generally comprises the construction of an NRL field in Mapoon, QLD, including: Civil works in accordance with the Construction Issue Civil Design Drawings and Specifications, including stripping and stockpiling or disposal of unsuitable material, bulk earthworks, placement and compaction of imported fill, trimming and grading of the field formation, and drainage works Establishment of the football field playing surface in accordance with the Project Specifications and Civil Design Drawings, with Option 1 (Turf) included in the Tender Sum and Option 2 (Hydro-Sprigging) and Option 3 (Stolonising) to be priced separately and excluded from the Tender Sum Field line marking in accordance with the NRL Preferred Facility Guidelines Provision of the irrigation system in accordance with the approved Detailed Design, including the mandatory water storage tank, pumps and connection to the existing town water supply, with Option 1 (Fixed Cannon Irrigation) included in the Tender Sum and Option 2 (Travelling Irrigator System) to be priced separately and excluded from the Tender Sum Provision of two NRL goal posts and associated footings in accordance with the approved Detailed Design, including padding (2.0m) to each upright Supply and installation of conduits for future field lighting as an 'if ordered' item, priced separately in the Returnable Pricing Schedule; field lighting itself is not included in this Tender If Ordered Scope Items The Principal is considering an 'If-Ordered' scope approach to allow flexibility in determining the final scope of works following receipt and evaluation of tenders. Tenderers shall provide a price for each option identified in the Returnable Pricing Schedule, with the Option 1 price included in the Tender Sum and Option 2 and any other 'if ordered' items priced separately and excluded from the Tender Sum. The Principal will determine the preferred option for each component during tender evaluation and prior to Contract Award, and the tenderer's non-price submission shall be based on the Option 1 solution for each component unless otherwise stated in the Tender Documents. The 'If Ordered' scope items are: Irrigation, Option 1: Fixed Cannon Irrigation (included in Tender Sum) Irrigation, Option 2: Travelling Irrigator System (not included in Tender Sum) Playing Surface, Option 1: Turf (included in Tender Sum) Playing Surface, Option 2: Hydro-Sprigging (not included in Tender Sum) Playing Surface, Option 3: Stolonising (not included in Tender Sum) Future Lighting: Future Lighting Conduits, if ordered (not included in Tender Sum)
