Douglas Shire Council invites Quotations from suitably qualified and experienced Respondents to provide Procurement Advisory and Tender Management Services to support the delivery of Council's Major Capital and Recovery Works Program, as described in more detail in Part 5 – Scope. The successful Respondent will provide procurement advisory services, preparation of procurement documentation, tender administration and procurement support across a range of infrastructure projects. The program includes, but is not limited to: Disaster Recovery Funding Arrangements (DRFA) projects; Road, bridge and civil infrastructure projects; WISER-funded projects (including water supply and sewerage infrastructure projects) ; Mossman River Intake Project Mossman 35 ML Raw Water Storage Project Other Council-funded and State or Commonwealth-funded infrastructure projects. Council anticipates the engagement will generally require 5 to 10 hours per week, with workloads varying depending on procurement activity. During peak periods, the workload may increase to a maximum of 20 hours per week. No minimum quantity of work is guaranteed. Council uses the FNQROC suite of procurement and contract documentation for the majority of its infrastructure procurements. Experience with these documents and Queensland local government procurement processes is highly desirable. Council may engage independent probity advisers, as required, through its legal services panel. The successful Respondent will work collaboratively with Council and its appointed advisers to support compliant and efficient procurement outcomes. Scope of Services The Supplier shall provide procurement advisory and tender management services to support the delivery of Council's Major Capital and Recovery Works Program. The Services may include, but are not limited to: Procurement planning and advice. Preparation of procurement documentation, including RFQs, RFTs, EOIs and other market approach documentation. Preparation of Conditions of Offer, Response Schedules, Pricing Schedules, Evaluation Criteria and other procurement documentation using Council's standard templates. Preparation of procurement plans, evaluation plans and procurement schedules, where required. Administration of procurement processes using the etender portal or the Council's nominated procurement platform. Management of supplier enquiries, requests for information, clarifications and addenda. Coordination of tender submissions and evaluation activities. Preparation of evaluation reports, procurement recommendations and contract award documentation. Provision of procurement advice to Council officers throughout the procurement process. Assistance with procurement compliance, governance and record keeping. Other procurement advisory services reasonably required by Council.
