The Project Brief says “The consultant is to supply details of the project team, a methodology and Gantt chart outlining timeframes, including hold points for ICC Review, payment milestones and deliverables for all tasks”. Chapter 8 outlines the process for environmental assessment and consultation. The LGID process requires the preparation and assessment of an Environmental Assessment Report (EAR) to ensure that all planning matters, including but not limited to the environment, amenity and design, traffic and transport, cultural heritage, and natural hazards, along with potentially other matters, as relevant to the SRRC project are addressed. Council will be following the process that the local government must follow for the local government (Ipswich City Council) to make a designation (LGID) in accordance with section 37(6) of the Act. We expect that the consultant would put forward a team with appropriate qualifications and experience, so that their team can prepare the package of "required materials" (supporting documents) for Council (as Resource Recovery Branch), being the entity seeking the designation, to make an application in accordance with the process to enable Ipswich City Council to make the designation. The consultant team may or may not include Town Planning professionals. The consultant should put forward their best team demonstrating experience in supporting their clients to submit the required material to enable a Ministerial Infrastructure Designation or Local Government Infrastructure Designation.
