Dear Sir/Madam An invitation is extended to you to submit a written Expression of Interest for IRC-IS-0626-EOI479 Theresa Creek Dam Destination Development Scope: Isaac Regional Council is inviting Expressions of Interest (EOIs) to help shape the future activation, operation and staged destination development of Theresa Creek Dam as a regional tourism and recreation destination within the Isaac Region. Council has undertaken prior planning and investigations to understand the site’s long‑term potential and the operating settings required to support sustainable outcomes. This EOI is an early, non‑binding market engagement step to identify capable organisations and to test feasible concepts, operating approaches and commercial structures before Council considers any subsequent procurement stage. This section provides the background to this EOI, explains what Council is seeking from respondents at this stage and summarises the site context and strategic drivers that the EOI is intended to test. Purpose of the Expression of Interest The purpose of this EOI is to gather high-level information from respondents on how Theresa Creek Dam could be enhanced and managed over time, including practical concepts that fit the site’s regional context and operating environment. Council is seeking credible responses that demonstrate capability and strategic fit. In particular, the EOI will help Council to: identify innovative, commercially realistic concepts for future activation and destination development; understand potential operational, management and delivery approaches; identify organisations with relevant tourism, recreation, accommodation and destination management experience; and explore commercial structures and partnership options that could support long-term sustainability outcomes. Responses received will assist Council to identify potential future partners and determine appropriate next steps, which may include shortlisting and further engagement. This EOI does not constitute a Request for Tender and does not commit Council to any specific development outcome or contractual arrangement. Expression of Interests must be in accordance with the Specification and Criteria. Please ensure your written Expression of Interest is lodged prior to the Closing Time, being 10am Monday, 17 August 2026 AEST. The Site Meeting is optional and held by appointment message. The Industry Briefing is optional and is scheduled for 10:00am on Friday 17 July 2026 and will be conducted via Microsoft Teams.
