Overview Central Highlands Regional Council is seeking a supplier to complete upgrade and renewal works to the facilities at the Planet Creek Stock Route Reserve. About The Planet Creek Stock Route Reserve is an important infrastructure asset that provides a designated area for the movement, agistment and watering of travelling livestock within the region. The reserve supports Council's Rural Lands unit by maintaining access to essential stock route networks and provides facilities that assist livestock producers, transport operators and authorised users travelling through the area. The Planet Creek reserve is the most heavily agisted reserve within the Central Highlands Region. Purpose The existing facilities at Planet Creek have reached an age where upgrades and renewal works are required to ensure the reserve remains functional and compliant with current operational and animal welfare standards. These upgrades have been approved in consultation with the Stock Route Management Network, with Queensland Government grant funding secured to support the delivery of the works. Scope The scope includes: Troughs Removal of 1 existing trough Installation of 4 new troughs, each 4.5m, with sufficient fall to the drain end/s to allow for complete emptying of water, aligned in a continuous long row Installation of adequate float valves for correct flow rate, with float cover Installation of trough guards across the full length of the troughs Pouring of concrete slabs, minimum 100mm thick and reinforced, extending at least 900mm either side of the trough with a total width of at least 2.5m, and extending 2.4m at slab ends where the trough drains Trough Piping Installation of a single feed line (preferred), minimum 100mm diameter piping, or multiple feed lines from tank to troughs, minimum 75mm diameter piping Burial of polythene or PVC pipeline with a minimum clear cover of 200mm, except at vehicle crossings where the cover must be 300mm Installation of pipes and fittings for troughing from the current cement tank Testing of Bores Testing of the current bore to establish whether the reserve maintains the windmill or installs a bore pump Determination of whether the aquifer in the well is fast or slow filling Determination of the type of pump to be submersed into the aquifer Determination of the depth of the bore Solar Panels Installation of theft resistant hardware and construction for the solar panels Mounting on a locked cage fastened to a concrete footing with hardware that cannot be removed from outside the cage, or surrounding by a security fence Where a security fence is used, provision of a fence at least 1650mm high, chain mesh fencing at least 1500mm high with the bottom of the mesh no more than 50mm above ground level, at least 1 strand of barbed wire 100-150mm above the top of the chain mesh attached to every post or picket, a gate wide enough to allow access to service the pump and panels, secured with a lock and non-removable hinges, gate posts and stays cemented at least 900mm into the ground with a minimum diameter of 250mm, and gate posts and corner posts supported by an angle brace stay or a top rail extending around the entire enclosure Contractor Requirements Complete the specified upgrades in accordance with Council's standards, legislation, WHS requirements and environmental obligations Complete works to the Stock Route Facility Minimum Standards Source materials from a reputable supplier Undertake works in a neat and professional manner
