About this tender

Overview The Department of Human Services (SA) is undertaking an Invitation to Supply process to fund suitably experienced and qualified organisations to provide the Financial Wellbeing Program (FWP) in one, or up to three, of 12 Regions. A service provider will be appointed in each Region. Consortia proposals between two or more organisations are welcome. Purpose The FWP funds non-government organisations to deliver programs and services that promote the financial wellbeing of individuals, families, children, young people and vulnerable communities in each SA Government Region in South Australia. The program seeks to alleviate the immediate impact of financial crisis or emergency as well as to build individual and community resilience to better handle the impact of adverse financial matters over the longer term. It aims to improve financial capability, broadly understood as a combination of financial knowledge, skills, attitudes, and behaviours necessary to make sound financial decisions, based on personal circumstances. It also aims to enhance financial resilience, broadly understood as the ability to access and draw on capabilities with external resources and supports in times of financial adversity. Scope The FWP supports individuals, families, and communities by providing five key elements: Financial counselling to address financial hardship and build capacity Emergency assistance via goods and services, financial assistance or help with bills Prevention via community and workforce education and potentially other innovative practices Connections through warm referrals to other services, programs and community assets Timely triage of client needs Eligibility Funds are primarily allocated to non-government, not-for-profit, and incorporated community bodies. Contract Terms and Conditions Successful Regional Service Providers will be engaged for an initial period of two years from 1 July 2027 to 30 June 2029 A three-year extension option to 30 June 2032 is available Enquiries Karen Webb karen.webb@sa.gov.au

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
