The City of West Torrens (the Council) invites Tenders from Tenderers for the provision of the new Recreation and Community Facility at Cowandilla Reserve (the Works). The Cowandilla Reserve redevelopment project aims to deliver a contemporary, multi-purpose community and recreational facility that will meet the current and future needs of the growing West Torrens community. The project will replace the ageing existing Western Youth Centre (WYC) with a modern two-storey facility designed to support a broad range of sporting, recreational and community activities, while providing flexible spaces for events, meetings and community programs. WYC Inc. is a long-standing and highly valued community organisation that currently supports more than 500 members across a diverse range of sporting and recreational clubs and activities. The existing facility is operating at near-full capacity and is nearing the end of its effective asset life, limiting opportunities for future growth and expanded community use. The redevelopment will provide modern, adaptable spaces to support existing user groups, accommodate increased participation, and improve accessibility and inclusion through upgraded amenities and contemporary design features. A key priority of the project is maintaining operation of the existing Western Youth Centre for as long as possible during construction to minimise disruption to members, clubs and community programs. To achieve this, the new facility has been strategically positioned to the north of the current building, allowing the existing centre to remain operational throughout the majority of the construction period. The preferred outcome is for clubs and community groups to transition directly from the existing facility into the new building prior to demolition of the old facility and construction of the new car parking areas. While there may be opportunities for portions of the site to be made available earlier during the project, the primary objective is to keep the existing building operational for as long as practicable throughout the redevelopment. The redevelopment is jointly funded by the Australian Government through the Thriving Suburbs Program and the City of West Torrens. The project represents a significant investment in community infrastructure and will deliver long-term social, recreational and community benefits for residents across the West Torrens area. Note: Compliance with the Council's online tool for managing contractors' Work Health and Safety systems is a mandatory requirement. Please refer to Schedule 6 for further information.
