SafeWork SA Mobility Operating Model Review
Tender Overview
About this tender
Overview SafeWork SA, part of the Attorney-General's Department (SA), requires independent specialist consulting services to evaluate the Inspector Mobility Project trial and assess the feasibility and implications of a broader Inspector mobility operating model. About The mobility trial involved Inspectors working in a more mobile environment, supported by fleet vehicles, remote access and revised working arrangements. The trial identified potential benefits in areas such as productivity, travel time, fleet utilisation, employee wellbeing and service delivery, while also identifying broader considerations relating to workforce arrangements, leadership and supervision, technology, fleet, property, WHS, financial impacts and organisational change. Purpose The engagement will provide an evidence-based recommendation and implementation roadmap to support Executive decision-making. Implementation of any approved model will remain the responsibility of SafeWork SA and relevant AGD business areas. Scope The scope includes: Evaluating the mobility trial by independently reviewing available trial data, outcomes, performance information and participant feedback Assessing the current state by identifying existing operational arrangements, constraints, opportunities and dependencies relevant to mobile working Undertaking external benchmarking by reviewing relevant government and private-sector operating models across Australia to identify contemporary practices, lessons learned and features of successful mobile or field-based workforce models Developing future operating model options, considering workforce and supervision, business processes, technology, fleet, property and facilities, WHS and employee wellbeing, financial impacts, governance and performance management Recommending a preferred operating model, supported by evidence and a clear assessment of costs, benefits, risks, dependencies and implementation considerations Developing an implementation roadmap outlining the current state, organisational preparedness for change, key gaps and the activities required to transition to the recommended model, including financial analysis, change impacts, consultation and engagement strategies, communications, training, governance, risks, dependencies and sequencing Proposing an appropriate methodology, stakeholder engagement approach and project schedule The review should be practical and evidence-based and provide SafeWork SA with sufficient information to make an informed decision on the future mobility model and, if approved, progress implementation internally. Contract Terms and Conditions Contract term of up to six (6) months from contract commencement No extension options The engagement is expected to be completed within a maximum period of six months Enquiries Contact: Dale Stephen Type: Technical Phone: +61 (08) 84290286 Email: Dale.Stephen@sa.gov.au
