About this tender

Overview The Department of Premier and Cabinet (TAS) is seeking a consultancy to develop pilot datasets, indices, and tools to support disaster risk assessment and management in Tasmania. Scope The successful consultancy will develop a model and indices of direct impact, and physical and functional isolation, for critical services from priority natural hazards. The scope includes: Developing system models and assumptions for the delivery of critical services Developing vulnerability indices for utilities, the road network, and critical services for priority hazards, as required Modelling and graphing the cascading relationships and importance between utilities and critical services, such as Emergency Services, Critical Retail, Health, Education, and Housing Conducting network analysis of the road transport system to develop importance indices and service catchments for roads used to access the nearest critical services to a house and the nearest regional critical service, such as Emergency Services, Critical Retail, Health, Education, and Housing Developing tools and systems to support analysis of the created datasets for use as a WFS/API in risk assessments, compatible with systems such as the LiST (www.list.tas.gov.au), a standalone portal (such as an ESRI portal), or desktop GIS systems, with the option to provide this capacity as a Software As A Service to end users Developing tools and systems to support maintenance of the created datasets for use in desktop GIS (QGIS/ESRI) and as an API to desktop GIS systems, with the option to provide this capacity as a Software As A Service
