Hydro Tasmania are required under the Tasmanian Water Management Act 1999 (Tas) and the Tasmanian Water Management (Safety of Dams) Regulations 2015 (Tas) to complete Comprehensive Surveillance Reviews (CSR) on all dams within their portfolio with a consequence category of ‘Significant’ or above. The legislation above stipulates that CSR’s for Dams in Tasmania shall be compliant with the Australian National Committee on Large Dams (ANCOLD) Guidelines on Dam Safety Management 2003. The document outlines Hydro Tasmania’s minimum requirements for Comprehensive Surveillance Reports to assist consultants with tendering for this work. ANCOLD Guidelines on Dam Safety Management (2003) defines a Comprehensive Surveillance Report as: The Comprehensive (Surveillance) Report is an in-depth review of the performance of a dam with a view to stating whether or not the dam is considered to be safe. They should be prepared at regular intervals (at least five yearly) far all significant, high and extreme Hazard Category dams with the Hazard category reviewed every five years for other dams. The report should summarise and extend previous reports to provide a clear picture of long-term trends. The report should be prepared by experienced dam’s engineers, preferably who are or, if not, have at least consulted in detail with, those who are, familiar with the dam in term of its components and history. The amount of detail in a Comprehensive Report will depend on the consequences of failure of the dam. Generally the higher the dam’s Hazard Category, the more detailed the report should be. The Comprehensive Report should be done in conjunction with a comprehensive inspection and the following issues should be addressed in the report: Physical details of the dam A review of the dam’s Consequence Category. Observations during the inspection. What has occurred since the previous inspection (e.g. Incidents, actions arising from recommendations made previously and other actions). Comment on operations and maintenance. Comment on emergency plans (Section 8). A review of performance as indicated by operational and surveillance data since the previous inspection. An evaluation and interpretation of the structural performance of the asset. The need for further action (safety review (Section 6), remedial action (Section .7) or specialist studies). A review of monitored data and other information. (What are the issues being addressed? Is the approach effective? Does the surveillance program need to be altered?). Flood handling capability. A statement about the assessed safety of the asset against current standards, details of the standards and guidelines being assessed against should be listed (include version). A statement on the adequacy of the dam safety programme. A summary shall be included to provide a comprehensive statement of the report findings and recommendations. Specific Requirements Hydro Tasmania have additional requirements, which go beyond the minimum prescribed by ANCOLD 2003. This section details additional specific requirements for Hydro Tasmania CSRs. The requirements in this document are intended to supplement ANCOLD 2003, which shall be complied with for all CSR’s. It is important to note that due to the large number of dams in Hydro Tasmania’s portfolio the CSR is also used to inform the timing of the 15-20 yearly detailed Dam Safety Reviews (DSRs). Comprehensive Inspection A comprehensive inspection of the asset shall be undertaken by the project team, in accordance with ANCOLD 2003. The inspection shall include: • Inspection of diversion outlets and explodable domes where applicable. These may be confined spaces and the consultant is required to have all necessary training and equipment arranged to undertake thisinspection. • Inspection of primary protection assets, valves, riparian outlets. • Comprehensive inspection of the dam, reservoir rim (as viewed from the dam), monitoring equipment andappurtenant structures. • High level review of any public safety or security issues that may be present on site. This shall be arranged by the consultant project manager (PM) with the Hydro Tasmania project manager at a minimum 8 weeks ahead of the inspection unless otherwise agreed, as the permits and documentation shall be provided to the regions 6 weeks ahead of the site inspection occurring. Photos taken on site by the consultants shall be shared with hydro Tasmania to be added to the internal historic photo archive. These photos may be a unfiltered submission of all photos, or can be provided as a filtered and sorted record in folders.
