Back Creek Bridge - Design and Construction
Tender Overview
About this tender
Overview The City of Boroondara (Council) is seeking a suitably qualified and experienced Contractor to carry out the Back Creek Bridge project in a Design and Construct capacity, in accordance with this Request for Tender (RFT) and its attachments. About The Back Creek Reserve in Glen Iris forms part of the broader Back Creek Trail corridor that extends north-south through the City of Boroondara. The corridor is a key element of Council's open space and active transport network, providing important links between residential areas, local streets, and key community destinations. A Preliminary Design has been developed by GHD and Stantec for the Works, with neither GHD nor Stantec being engaged to complete any further design requirements under the contract. Council is seeking to engage a Contractor to carry out the design and construction of the Works. Purpose The Project supports Council's vision to improve community connectivity, encourage sustainable transport, and enhance safety and accessibility along the trail. Objectives Key objectives of the Back Creek Bridge project are to: Deliver a safe, universally accessible bridge crossing for pedestrians and cyclists Minimise environmental and hydraulic impacts on Back Creek and surrounding vegetation Provide a robust, low-maintenance structure with a 100-year design life Integrate the new paths and retaining wall into existing footpaths and roads with minimal disruption Scope The Back Creek Bridge project involves the design and construction of a new pedestrian and cyclist bridge over Back Creek, with the potential construction of an accessible shared path providing a continuous connection between Denman Avenue and Somerset Road in Glen Iris, requiring a retaining wall along its alignment. At a high level, the proposed works include: A shared pedestrian and cyclist bridge connecting the East and West of the Back Creek Reserve Handrail, lighting and bollards to the bridge Shared path connection (optional item) Retaining wall (optional items) Design of the Works The Preliminary Design for the bridge construction has been based on a steel system. Tenderers' submissions are to be based on a steel system in order to be considered conforming. Council is open to Tenderers' proposals for alternative bridge construction systems, together with the reasoning for the proposed alternative(s), such as cost savings, time savings, durability, and/or design life. Any proposal for an alternative bridge construction system will be deemed non-conforming, but may still be considered and accepted by Council. Contractor Requirements Suitably qualified and experienced in undertaking design and construct works of this nature Perform the work strictly in accordance with the requirements of the Contract and applicable Australian Standards, building codes, industry standards, the requirements of any authority having jurisdiction over the work, occupational health and safety acts and regulations, and manufacturers' recommendations and requirements Instructions to Tenderers Tenderers must ensure that they read the Contract Documents fully to ascertain the nature of the work to be performed and the terms on which it is to be performed, as the Contract will be evidenced solely by the Contract Documents. Contract No. 2026/192, Back Creek Bridge - Design and Construct is being released under the conditions of the Modified AS4902 Design and Construct Contract, which shall be issued under Addendum No 1 during the week commencing 19/10/26.

Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
