Overview East Gippsland Shire Council is seeking a contractor to design and construct a complete, code-compliant fire protection water supply system for the operational Bairnsdale Landfill (CON2027 1768), located at 200 Johnstons Road, Forge Creek. Purpose This Project and Performance Requirements (PPR) document sets out East Gippsland Shire Council's requirement for a complete, code-compliant fire protection water supply system for the operational Bairnsdale Landfill. The completed asset must deliver the required fire-fighting flow and pressure across the site, suit its intended purpose, and remain maintainable over its design life on a live landfill. Scope The scope includes design and construction of: Fire water storage Electric and diesel fire pumps A fire brigade booster An underground ring main and branch mains Hydrants FH1 to FH9 Hose reels FHR2 to FHR7 Valves Monitoring The independent test drainage facility Contractor Requirements The Contractor warrants that its design and the completed works will satisfy this PPR Contract Terms and Conditions This PPR forms a contract exhibit The contract form is AS 4902-2000 (Design and Construct), per the recorded contract-form decision The order of precedence is set in the contract Annexure and Special Conditions Acceptance of any design submission releases a hold point only and does not transfer design responsibility to East Gippsland Shire Council Risk IDs cited in this PPR resolve to the Risk Register at Section 13 of the Scope of Work
