About this tender
This RFT is calling for submissions for a comprehensive cleaning services contract for public amenities managed by the Great Ocean Road Coast and Parks Authority across the Great Ocean Road region, from Breamlea to Warrnambool. The contract is for an initial two year term, with options to extend for up to five years total, subject to satisfactory performance. It operates on a fixed monthly lump sum basis, paid in arrears, with rates intended to be all inclusive of labour, equipment, travel, and consumables, and adjusted only in line with CPI. Please note: Consumables are invoiced separately according to submitted rates. The scope includes routine and hygienic cleaning of approximately 50 public toilet facilities across four geographic zones, ranging from high use coastal sites to smaller regional amenities, with variable cleaning frequencies based on peak and off‑peak visitation periods. The contract also covers the cleaning of the Twelve Apostles Visitor Centre, including public toilets, visitor spaces and offices, as well as cleaning of around 25 BBQ locations comprising more than 80 individual BBQ plates across all zones. Key features include strict sanitary and hygienic cleaning standards, early day servicing requirements, enhanced cleaning during peak tourism periods, provision and management of consumables, monthly reporting and audits, and clear performance KPIs. The contractor is responsible for trained staff, compliance with safety, labour and environmental requirements, and responsive reporting of maintenance issues, damage and vandalism.
