Horsham Rural City Council is seeking a suitably qualified contractor to lead the development of a Climate Change Action Plan, which will outline the region-specific risks, challenges and proposed adaptation actions to enhance the resilience of Council infrastructure, services and natural environment. It will also include a structured implementation framework, detailing key actions, timelines, roles and responsibilities, alongside monitoring and reporting processes to track progress, inform ongoing improvements, and ensure the plan remains practical and responsive to local conditions and the resource constraints of a small regional Victorian council. The successful applicant will deliver the below objectives, and have demonstrated experience in producing similar plans across several other Victorian Local Government Authorities: • Review relevant Council strategies, plans and technical documentation to understand the existing policy environment, asset base, and how climate considerations are currently being integrated into Council operations. • Assess how climate change may influence the way our community interacts with and relies on Council services, facilities and assets. Where relevant, this will consider both asset and service classes as well as specific individual service plans and facilities. • Undertake research into climate trends and projections for the Horsham region and develop a risk assessment methodology aligned with ISO 14091:2021, ISO 31000:2018, and applicable Australian (AASB S2) and international (IPSASB SRS and ISSB) sustainability reporting standards. • Conduct stakeholder interviews with key Council staff and departments. Interview participants will be determined in consultation with Council and are expected to include representatives from asset management, stormwater and drainage, risk management, and roads and infrastructure. • Develop adaptation actions for Council that are clearly linked to identified risks and their respective risk ratings, ensuring that initial efforts and investment are directed toward the most significant and immediate challenges affecting Council assets and services. • Incorporate opportunities for review and refinement following Council feedback on the draft Climate Change Adaptation Plan. • The Plan will inform Council decision-making in relation to climate risk and adaptation. As such, it is essential that the document is both comprehensive and accessible.
