Community Housing Partner Panel

Closes in 28 daysSubmission deadline: 20 November 2026, 05:00 PM Australia/Melbourne

About this tender

Overview Hume City Council invites registered community housing organisations to submit an Expression of Interest to join a preferred partner panel that will help unlock social and affordable housing outcomes on Council-owned land. Purpose This is an opportunity to work with Council at an early stage to shape future housing projects, align investment with local need, and deliver high-quality homes that make a lasting difference for Hume City residents. Through the staged approach adopted for this panel, Council is seeking to give selected partners greater certainty of access to suitable land, enabling early investment in planning, stakeholder engagement, design, funding pathways and delivery of well-located affordable housing. For community housing providers, the panel offers a practical pathway to build a strategic relationship with Council, contribute to place-based housing solutions, and be considered for future opportunities where Council-owned land may support viable, well-designed and community-responsive housing outcomes. Eligibility Council is seeking partners whose values, capability, experience and long-term stewardship approach align with Council's strategic objectives and the needs of Hume City's diverse and growing community. Instructions to Tenderers This EOI does not seek site-specific development proposals and does not constitute an invitation to develop any particular Council-owned property. Organisations shortlisted through this process may be invited to participate in a second stage process where site-specific development opportunities will be explored.

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
