About this tender

Overview The Australasian Fire and Emergency Service Authorities Council Ltd (AFAC) is seeking a suitably qualified supplier to support the design and implementation of the Australasian Fire Fatality and Injury Reporting and Monitoring System (AFFIRMS). AFFIRMS is a national evidence and research utilisation initiative aimed at improving the consistency, quality and accessibility of fire fatality and injury data across Australia and New Zealand. Abouta AFAC is leading the development of AFFIRMS, a collaborative initiative involving fire and emergency service agencies across Australia and New Zealand. A feasibility study has already been completed, identifying the need for a consistent, sustainable approach to collecting, analysing and reporting fire fatality and injury data. AFFIRMS is intended to establish a sustainable national approach to fire fatality and injury reporting, rather than develop a complex new technology platform. Purpose The project is intended to improve the evidence base available to support prevention, policy, research and operational decision-making across the fire and emergency service sector. Scope The scope includes: Working with AFAC member agencies to review existing data sources and methodologies Developing a sustainable reporting framework for fire fatality and injury data Supporting data governance arrangements for the AFFIRMS initiative Establishing processes that enable meaningful analysis and reporting Working with jurisdictional stakeholders to build on existing project work, including outcomes from the feasibility study, stakeholder engagement activities and project governance arrangements While technology may form part of the solution, this is primarily a research, data and evidence-based project rather than a standalone software development procurement. This Request is primarily seeking expertise in research, data governance, analysis and evidence utilisation. AFAC is not seeking a standalone software development or large-scale technology implementation project, and any proposed tools or platforms should be proportionate to the project objectives and capable of integrating with existing organisational processes and data sources where appropriate.
