About this tender
Overview The National Health and Medical Research Council (NHMRC) is seeking a delivery partner to work with NHMRC and the Australian Research Council (ARC) on the NHMRC–ARC Shared Grants System Feasibility Study. Scope The scope includes: Providing specialist analytical services to assess whether a shared grants management system and broader research grants hub capability is feasible and practical for both agencies Ensuring the work is evidence-based, technology-agnostic and decision-ready, and considers people, processes, technology, data, governance, policy, service delivery, operating models, user needs and organisational constraints Working as an integrated delivery partner with NHMRC and ARC, rather than as a standalone external reviewer Working transparently with both agencies, maintaining shared visibility of scope and timeline, raising risks and issues early, and supporting a "no surprises" delivery model Delivering an inception, scope confirmation and communication planning package Delivering an interim findings report Delivering an overarching feasibility report supported by agreed sub-reports or analytical work packages Delivering a roadmap and supporting materials, if agreed and subject to the findings of the feasibility study Supporting parallel analytical streams, sub-milestones, review points and approval points within the agreed milestones Supporting communication and stakeholder planning, targeted engagement, project administration, reporting and governance activities Contractor Requirements NHMRC and ARC will provide agency expertise, documentation, business analysts, subject matter experts, quality assurance and governance input; the supplier is expected to work with this input as an integrated delivery partner Instructions to Tenderers Further details are provided in the attached Statement of Work.
