This Tender is invited by the Issuer. Overview The ERP Program is seeking an experienced Program Advisor to provide independent, practical and implementation-focused advice to support the department's new Enterprise Resource Planning (ERP) solution. The Program Advisor will provide independent, objective and practical advice to the ERP Advisory Board and Senior Responsible Officer (SRO) confirming that the ERP Program is being governed, managed and delivered in line with agreed strategic objectives, the approved business case, scope, tolerances, delivery controls and Commonwealth Government requirements. The advisor may be requested to provide independent assurance advice regarding program delivery confidence, readiness and governance effectiveness at key decision points. Scope The scope includes: Participate as an advisor on the ERP Integrated Delivery Team (IDT), providing independent challenge, insight, and testing the robustness of key decisions and recommendations to support effective decision-making Identify emerging risks, issues, dependencies and delivery pressures, and provide practical, proportionate advice for mitigation, escalation or resolution Provide strategic advice to the Program Sponsor, ERP Advisory Board, SRO and key stakeholders to support successful delivery of the ERP Program and alignment with business requirements, agreed outcomes and contemporary good practice Provide advice on the proposed alignment between maximising Workday capabilities and future departmental operating models, business processes, workforce requirements and organisational objectives Share lessons learned from similar Commonwealth Government ERP and large-scale transformation implementations, including practical insights on governance, delivery sequencing, stakeholder engagement, change management and benefits realisation Help ensure the ERP Program complies with relevant legislative, policy, assurance, procurement, financial management, cyber security, privacy, records management and digital investment requirements Provide advice on the adequacy of program governance arrangements, including decision rights, tolerances, reporting, escalation pathways, assurance activities and alignment between governance forums Review program performance information and provide an independent perspective on delivery confidence, readiness, risks to scope, schedule, budget, quality and benefits, and the effectiveness of proposed corrective actions Advise on whether program plans, controls and artefacts are fit for purpose, proportionate to risk and sufficiently mature to support each stage of delivery Support the ERP IDT and SRO to maintain focus on strategic outcomes, business readiness, change impacts, user adoption, service transition and long-term sustainability of the ERP capability Provide constructive advice that strengthens probity, transparency, accountability and evidence-based decision-making across the program Attend ERP Program IDT meetings Review and provide input into key ERP documentation on request, including governance papers, program plans, risk registers, assurance reports, business readiness materials, delivery reporting, decision papers and benefits documentation Provide written or verbal advice to the ERP IDT, SRO and Program Sponsor on emerging risks, delivery confidence, governance effectiveness and proposed mitigation strategies Provide targeted advice on Commonwealth ERP implementation lessons learned, including considerations for scope control, adoption of standard processes, integration, data, change management, service transition and benefits realisation Provide input to assurance activities, health checks or readiness reviews where requested, including advice on areas requiring further evidence, clarification or escalation Provide advice on the alignment of ERP Program activities with relevant Commonwealth Government policies, standards, assurance expectations and investment governance requirements Contractor Requirements Experience providing independent program advisory services on Commonwealth Government ERP or large-scale transformation programs Subject matter expertise in Commonwealth ERP implementations, including relevant legislative, policy, assurance, procurement, financial management, cyber security, privacy, records management and digital investment requirements
