VIDA seeks to establish a panel of suitably qualified suppliers for the provision of Estimating Services (Services), comprising both Quantity Surveying (QS) and Cost Estimating (CE), to be delivered across all stages of the project lifecycle (Business Case development, Procurement and Delivery). Services include, but are not limited to: Preparation of cost estimates and forecasts, including whole‑of‑life considerations and option assessments. Validation and assurance of project cost estimates, including conducting independent reviews. Development and maintenance of project outturn cost estimates and cash flows in line with project Work Breakdown Structures. Performing quantitative cost analysis to establish possible ranges of project costs. Producing P50/P90 estimates and confidence assessments. Supporting procurement and delivery phases with tender reviews, variation assessments and claims and dispute analysis. Delivery of lifecycle cost analysis, value engineering, and design refinement/optimisation. Facilitation of project planning activities including workshops, constructability and staging plans, project schedule development, and benchmarking.
