Expression of Interest (EOI) Invitation for Statewide Pavement Data Survey Services

Overview The Department of Transport and Planning (DTP) is seeking Expressions of Interest (EOI) from suitably qualified and experienced suppliers to deliver statewide pavement condition data survey services across Victoria's arterial road network. Purpose The procurement aims to establish a strategic service arrangement for the collection, processing, validation, hosting and delivery of network-level pavement condition information to support: Asset management planning Network performance monitoring Freight route investment Maintenance prioritisation Renewal/Rehabilitation programming Strategic transport planning Statewide Road asset reporting Scope The scope includes: Collection of statewide pavement condition data across Victoria's arterial road network, covering pavement roughness, rutting, cracking, texture, deflection, GPS, road and geometry, 360-degree road digital imagery and lidar, all collected in one pass at traffic speed Processing, validation, hosting and delivery of network-level pavement condition information Undertaking two statewide survey programs over the contract term, utilising suitable survey vehicles for pavement data collection Contract Terms and Conditions Contract term of four years Full network survey to be conducted every two years, resulting in two survey programs over the contract term Contractor Requirements Suitably qualified and experienced in delivering pavement condition data survey services Capability, experience and capacity to be assessed during the EOI stage of the procurement process Instructions to Tenderers The procurement will be conducted through a two-stage process, commencing with an open EOI to assess supplier capability, experience and capacity, followed by a select Request for Tender (RFT).
