Expressions of Interest - Compost Application Trial

Overview Corangamite Shire Council is inviting expressions of interest from local landholders, businesses and organisations to take part in a compost application trial. About Corangamite Shire Council operates a composting facility at the Corangamite Regional Landfill. Each year, the facility processes organic material collected through kerbside Food Organics and Garden Organics (FOGO) services, along with green waste from residential, commercial and municipal sources. The facility composts this material using an open windrow system and screens it to produce a compost product suitable for a range of beneficial uses. The compost is currently used onsite for landfill rehabilitation, and Council is also exploring opportunities to expand its use and develop new markets for the product. Purpose As part of its commitment to the circular economy, resource recovery and improving soil health, Council is looking for trial sites and project partners interested in using the compost product. Council recently produced a batch of compost specifically for trialling and can provide laboratory test results to help assess its suitability for different applications. Council welcomes discussions with businesses and contractors interested in alternative applications for the product. Scope The trial may involve: Applying compost to a designated trial area Monitoring soil health, plant growth, productivity or other agreed measures Collecting observations, photos and other relevant information Providing feedback throughout the trial at agreed intervals Council will work with the successful participant to develop the final trial plan, including application rates, monitoring methods and reporting requirements. Council will: Supply and load the compost material Provide laboratory test results and other available technical information Work with participants to plan and deliver the trial Assist with monitoring and evaluating the trial where appropriate Eligibility Council is looking for participants who: Are based in Corangamite Shire or nearby Have suitable land, facilities or operations where compost can be applied Can manage the compost trial on their property or site Are willing to share observations, feedback and results from the trial Allow Council staff reasonable access to the site for monitoring, with prior notice Meet all relevant environmental, planning, agricultural and regulatory requirements Carry out transport, handling and compost application in line with workplace health and safety requirements Are responsible for organising and paying for transport of the compost material from the Corangamite Regional Landfill to the trial site Desirable, but not essential Experience using compost or other soil improvement products Ability to collect basic data, take photos, record observations or assist with soil monitoring Assessment Criteria Council will assess expressions of interest based on: How suitable the site is for the proposed compost application How well the proposal aligns with the trial's objectives The participant's ability to support monitoring and evaluation activities Practical considerations, including safety and regulatory compliance The participant's commitment to taking part in the trial and providing feedback Information Requested To apply, please provide: Your name and organisation (if applicable) Contact details The location of the property or site where the trial will take place A brief description of how you plan to use the compost The intended use of the compost, such as agriculture, horticulture, landscaping, rehabilitation or environmental works Details of your capacity to participate in and support the trial Any relevant experience using compost, soil conditioners or other soil improvement products How to Apply View the full project brief (PDF, 184KB) Expressions of interest close at 4.00 pm on Monday 5 October 2026 and should be lodged via email to procurement@corangamite.vic.gov.au.
