About this tender
Overview Monash University's Buildings & Property division is responsible for managing fire maintenance services across all University sites and is seeking a service provider to deliver integrated fire and compliance maintenance services across an extensive network of Monash University campuses and associated sites. The contract is intended to ensure that all fire systems remain fully operational, compliant with standards, and capable of protecting students, staff, visitors, and infrastructure. Objectives The intent of this Request for Tender (RFT) is to appoint a single service provider to deliver services to all Victorian campuses and associated sites. The RFT will set appropriate requirements, criteria and contract terms necessary to attract and select a service provider able to best satisfy the University's complex fire safety obligations as a building owner. Scope The scope includes testing and maintenance of fire services and associated equipment prescribed under the Building Code of Australia (BCA) or the National Construction Code (NCC), commonly referred to as Essential Safety Measures (ESMs). The successful service provider will be responsible for undertaking these ESMs as planned or statutory maintenance, with evidence recorded in the University's Regulatory Compliance Monitoring System (RCMS), currently the "Verified" platform, which the University uses to produce its mandatory Annual Essential Safety Measures Report (AESMR) for every building owned by the University and classified between classes 1B and 9 by the Building Code. The scope includes: Building Fire Integrity: 12 ESMs to be addressed under this contract by a subcontracted Building Surveyor Means of Egress: 5 ESMs to be addressed under this contract Signs: 3 ESMs to be addressed under this contract Fire Fighting Services and Equipment: 6 ESMs to be addressed under this contract, covering fire hydrants, fire reels, sprinklers, fire extinguishers, fire control rooms and provisions for special hazards Occupant Warning System: 2 ESMs to be addressed under this contract Building Use and Application: to be conducted by an independent Building Surveyor acting as a sub-service provider to the Fire Service Provider Other Measures: may be determined from Occupancy Permits for each building and addressed post contract award Lighting, Air Handling Systems, Automatic Fire Detection and Alarm Systems, Lifts, Standby Power Supply, and Building Clearance and Fire Appliances ESMs will be addressed by other providers and are not within the scope of this contract. Contractor Requirements A subcontracted Building Surveyor is required to address the Building Fire Integrity category of ESMs An independent Building Surveyor is required to act as a sub-service provider to the Fire Service Provider for the Building Use and Application category Instructions to Tenderers When forming their bid, tenderers are to refer to Annexure 1, the Monash Design and Construction Standards (MDCS).
