Overview The Department of Health (VIC) is seeking a supplier to deliver the Victorian Medicines Formulary (VMF) Digital Solution, a digital platform supporting the publication, management and governance of formulary information across Victorian public health services, together with digital management of Individual Patient Use (IPU) medicine applications. Scope Component 1 - Victorian Medicines Formulary Platform Component 1 is the core VMF Platform, comprising a digital platform supporting publication, management and governance of formulary information. The Department anticipates implementation through phases. Phase 1 - Formulary publication Initial implementation will focus on establishing a statewide platform for publication of approved formulary information to clinicians across Victorian public health services. The desired solution should support: Publication of approved formulary content Search and browse functionality across medicines, therapeutic classes, indications and other structured fields Display of formulary status, restrictions, approvals, implementation notes and prescribing guidance Links to supporting medicines information and reference material Publication of news, updates, alerts and change notifications Mobile and desktop accessibility Content categorisation and filtering Usage analytics and reporting Public or broad clinician access models for formulary content where appropriate Phase 2 - Formulary management Following establishment of the publication platform, the Department expects to extend or configure the platform to support formulary management workflows. The desired solution should support: Submission of formulary applications, change requests and supporting evidence Workflow management from intake through review, assessment, approval, publication and review Clinical review and assessment processes Configuration of access and workflows for different anticipated user groups, which may include submitting clinicians, local health service super users (e.g. Drug and Therapeutic committees), the Victorian Medicines Formulary Secretariat, Expert Advisory Groups, Clinical Council and other governance committees where required Approval pathways and publishing processes Content lifecycle management, including version control and change history Audit trails and decision records User roles and permissions appropriate to statewide and local health service use Notifications, reminders and requests for further information Dashboards, governance reporting and performance monitoring Suppliers should describe how their proposed solution supports both phases as part of a single platform capability. Suppliers may also describe alternative approaches where publication and management functionality are delivered through separate but integrated products or modules. Component 2 - Individual Patient Use (IPU) Management Component 2 relates to digital management of Individual Patient Use (IPU) medicine applications, expected to be implemented following establishment of the VMF Platform. The IPU component may be delivered as functionality within the same platform, an integrated solution, or a separate solution capable of operating alongside the VMF Platform. The desired solution should support: Submission of IPU applications using structured forms and configurable fields Structured clinical assessment workflows Configurable local approval and endorsement processes Workflow management, notifications and reminders Audit and compliance reporting Tracking of application outcomes, expiry, review and renewal status Role-based access controls Local reporting and analytics Statewide visibility of de-identified trends, patterns and application outcomes where appropriate Support for health service reporting obligations while allowing local IPU decision-making to remain with health services Suppliers should describe how their proposed IPU capability could integrate with, or complement, the VMF Platform, including potential exchange of formulary status, medicine identifiers, restriction information, decision summaries and de-identified reporting data. Implementation services Safer Care Victoria (SCV) will support Victorian public health services to implement the VMF Digital Solution. Invitees are expected to provide implementation services, materials and specialist support that enable SCV to undertake this role effectively. Invitees should describe their implementation approach, including: Implementation methodology and governance Configuration and customisation approach Data model establishment, data migration, mapping and cleansing approach Training, change and adoption support Implementation resources, templates, guidance materials and support services that can be used by SCV to assist health services with local readiness, change management and adoption Testing, user acceptance testing and release planning Support model, including incident, problem and enhancement management Knowledge transfer and transition to ongoing support Staged implementation approach for Component 1 phases and Component 2 Approach to working with SCV, rather than directly replacing SCV's implementation support role, including escalation pathways, supplier responsibilities and assumptions about health service engagement Tender Briefing A briefing session will be held via Teams Meeting.
