About this tender
Council is seeking quotations from suitably qualified and experienced consultants to prepare the Pedestrian Connectivity Strategy 2027–2037 for the Swan Hill municipality. The Strategy will provide a contemporary, evidence-based framework to guide pedestrian connectivity planning, prioritisation and future infrastructure investment across the municipality over a ten (10) year period. The Strategy is intended to build upon Council’s existing Missing Links Footpath Construction Strategy and develop a broader pedestrian connectivity framework that considers accessibility, safety, network continuity, active transport opportunities, township connectivity and long-term infrastructure planning. The Strategy must be practical, implementable and suitable for a regional local government context, recognising the dispersed township structure, constrained funding environment and varying pedestrian demands across the municipality. Council intends for the Strategy to: • improve pedestrian connectivity and accessibility across the municipality • identify gaps and barriers within the pedestrian network • establish a transparent and evidence-based prioritisation framework • support future capital works planning and grant applications • align with Council’s strategic planning and asset management frameworks • provide a practical implementation roadmap for future pedestrian infrastructure investment. Council will provide available GIS and asset data relating to the existing footpath network to the successful consultant.
