Overview The City of Kingston is seeking to engage a suitably qualified and experienced contractor to deliver consistent, high-quality cleaning services across two major aquatic and leisure facilities: Waves Leisure Centre (WLC) and Mordialloc Aquatic Centre (MAC). About The City of Kingston operates Waves Leisure Centre and Mordialloc Aquatic Centre, which provide aquatic, fitness, health, and community services to a high volume of patrons. Due to the nature of aquatic environments, these facilities present unique cleaning challenges, including high moisture levels, increased risk of slip hazards, and the need for strict hygiene control in wet areas such as pool surrounds, change rooms, and amenities. Purpose The Contractor will be expected to provide a proactive, responsive, and visible cleaning service, aligned with facility operating hours and peak usage periods, supporting the City of Kingston's commitment to safety, cleanliness, and customer experience. Scope The Contractor shall provide all labour, supervision, plant, equipment, materials, and management necessary to deliver comprehensive, high-quality cleaning services across both Waves Leisure Centre and Mordialloc Aquatic Centre. Services must be delivered in a proactive, structured, and highly visible manner, ensuring all areas are maintained in a clean, hygienic, and safe condition suitable for high-volume aquatic and leisure environments. The service delivery model shall be aligned with best practice and incorporate: Routine cleaning: night shifts with some day cleaning Periodic (deep) cleaning Reactive cleaning The scope includes, but is not limited to: Daily cleaning of all internal and external areas to maintain a consistently high standard of presentation and hygiene Maintaining the cleanliness of high-use and high-risk areas Waste collection, segregation (where applicable), and disposal in accordance with site requirements Cleaning of aquatic areas including pool surrounds, concourses, sauna, steam room, and splash pads Cleaning of amenities including toilets, showers, change rooms, and accessible facilities Cleaning of dry areas including gymnasium, fitness studios, staff rooms, first aid rooms, reception and foyers, offices, corridors, and common areas Cleaning of external areas including entries, walkways, and bin areas Deep cleaning of amenities and wet areas High-pressure cleaning of pool surrounds and concourses Window and glass cleaning above 2m (internal and external) Deep cleaning of floor surfaces, including machine scrubbing, polishing, and steam cleaning where required Immediate response to spills, hazards, and incidents Emergency cleaning as required Event or peak demand support Supply and replenishment of agreed consumables, or restocking if consumables are Council supplied Contract Terms and Conditions The contract will be implemented in a staged approach, with services commencing at: Mordialloc Aquatic Centre: 1 November 2026 Waves Leisure Centre: 1 November 2027 Instructions to Tenderers Please refer to the Supporting Documentation ZIP file for details of the cleaning schedule and workload indicator.
