About this tender

Overview The Department of Energy, Environment and Climate Action (DEECA) requires the provision of Grounds Maintenance Services across its regional and metropolitan Victorian property portfolio managed by Agriculture Victoria. Properties have been grouped into geographical Clusters for service delivery and management purposes. Services may be provided for one or more Clusters, including the entire portfolio, depending on operational requirements. DEECA reserves the right to appoint either a single Supplier to provide Services across the entire portfolio, or multiple Suppliers under a cluster-based delivery model. Scope The scope includes: Provision of grounds maintenance services across DEECA's regional and metropolitan Victorian property portfolio, delivered by cluster or across the entire portfolio depending on operational requirements Management, maintenance and continuous improvement of the properties within scope, including stewardship, presentation and enhancement of DEECA-managed sites Delivery of services extending beyond routine lawn mowing and general grounds upkeep Identification, management and minimisation of risks associated with service delivery, with particular attention to safety, environmental sustainability and operational continuity Use of service delivery methodologies, materials and practices that minimise environmental impacts and reduce disruption to DEECA's day-to-day operations Contractor Requirements Demonstrated responsiveness and professionalism, delivering value for money A proactive approach to the management, maintenance and continuous improvement of the properties within scope Capability to provide all of the goods and/or services and comply in full with the conditions set out in the RFT; only Tenderers capable of this should submit a Tenderer's Response Instructions to Tenderers The RFT documents set out the participation rules, timelines, contractual expectations and response format, and include: Part A – Request for Tender: Core RFT details and specification, comprising: Part A.1 – About this Invitation: Key procurement information, including timelines, contact points and submission instructions Part A.2 – Statement of Requirements: Goods/services sought, expected outcomes and technical, operational and compliance obligations Part B – Conditions of Participation: Rules for participating, including probity, compliance and minimum standards Part C – Proposed Contract: Commercial, legal and performance conditions forming the basis of the final contract, to be updated following negotiation with the preferred Supplier Part D – Offer (Response Schedule): Templates and forms Respondents must complete and return to ensure consistent and evaluable submissions
