Hume City Council invites tenders for the Provision of Parking Enforcement and Infringement Management Services. Council is seeking an experienced and suitable contractor to provide parking enforcement and infringement management services for a term of 3 years, with 2 x 1-year optional extensions. 1. Mandatory Requirement for Labour Hire Licence Council has determined that holding a valid Labour Hire Licence is a mandatory requirement for this procurement to ensure compliance with legislative obligations, risk mitigation, and ethical labour practices. The licensing framework provides assurance that labour hire providers operate lawfully, meet workplace standards, and uphold appropriate employment, safety, and compliance requirements. Requiring a Labour Hire Licence aligns with Council’s governance and probity principles by ensuring that only compliant and reputable suppliers are engaged. This requirement reduces Council’s exposure to legal, financial, and reputational risks associated with non-compliant labour hire arrangements and reinforces Council’s commitment to fair work practices and regulatory compliance. Accordingly, all respondents must hold, or be able to demonstrate the ability to obtain, a valid Labour Hire Licence as a condition of participation and engagement. Council requires contractors to obtain a Labour Hire Licence to ensure compliance with legislative obligations, mitigate risk, and uphold ethical labour practices. 2. Information Protection Agreement (IPA) The respondent must be able to meet the requirements of the Information Protection Agreement (IPA). Respondents must be an Australian entity. Compliance checks will be undertaken and explicitly included in the assessment criteria. Respondents must demonstrate appropriate data security and data protection measures. A data security compliance check will be incorporated into the evaluation criteria to ensure alignment with Council and IPA requirements Tenderers must submit tenders in the manner required by this Request for Tenders.
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
