Residential Tenancies Act (RTA) Safety Checks

Overview Homes Victoria intends to release a Request for Tender in September 2026 for Residential Tenancies Act (RTA) Safety Checks. Homes Victoria is responsible for the maintenance of social housing, including public and community housing properties across Victoria, and will be seeking to appoint multiple head contractors to provide RTA Safety Check services. About There are currently 4 geographical divisions comprising approximately 71,000 properties across Victoria in which maintenance services are provided. Scope The scope of services will include but is not limited to: Performance of RTA safety check inspections to comply with safety and legislative requirements on the department's properties Conducting annual property condition inspections, specifically reporting on immediate safety and essential services concerns, with immediate corrective actions Conducting annual property condition inspections, specifically reporting on property and tenant conditions considering minimum rental standards and environmental indicators such as, but not limited to, hoarding, significant property damage, and living conditions detrimental to the health and safety of the renter or that contribute to the premature ageing of the property Establishing an Application Programming Interface (API) to ensure seamless data connection between Homes Victoria and the supplier's works management systems Contractor Requirements The Victorian Government's Social Procurement Framework applies to this procurement The Government's Fair Jobs Code Plan applies to this procurement, and tender participants will need to hold a Pre-Assessment Certificate at the time of tender submission Instructions to Tenderers This Request for Tender will be released via an open tender process.
