About this tender
Overview Goulburn Valley Water intends to invite Expressions of Interest (EOI) from suitably experienced contractors for the design and construction of the Tatura Waste Management Facility (WMF) High Rate Anaerobic Lagoons (HRALs) Lagoon No.1 & No.2 Remediation Project. The project involves various works associated with remediating the existing HRALs, including cover replacement and performance improvements. Scope The indicative scope of works includes: Removal and disposal of existing covers Desludging lagoons Repair and remediation of concrete edge beams, including removal of disused pipe stubs and penetrations Localised regrading of access track or raising of edge beam to avoid run off from track onto cover Amendments to inlet chamber to improve flow splitting between lagoons Replacement of outlet pit, pipework and valving Reseeding lagoons Replacement of cover over lagoons, including improvements for dewatering top of cover from rain events Remediation of HRAL recirculation systems (provisional) Desludging aerated lagoons (provisional) Contract Terms and Conditions The works will be staged lagoon by lagoon, with only one lagoon offline at any time and the remainder in service throughout. The contract is expected to be divided into separable portions. Contractor Requirements Suitably experienced in the design and construction of works of this nature Ability to demonstrate how the works will be sequenced within the constraint of staged, lagoon by lagoon delivery Compliance with the Social Procurement Framework Compliance with the Local Jobs First Policy Instructions to Tenderers EOI documents are expected to be released in October 2026. The purpose of the EOI is to assess market capability and different delivery options that will then inform the Stage 2 RFT approach. Timing is indicative only and subject to change.
