Warrnambool City Council (Council) is seeking quotations for a suitably qualified and/or experienced consultant to review, analyse and make recommendations on the staffing structure at the Warrnambool Library and Learning Centre The Warrnambool Library and Learning Centre is a key community asset providing access to information, resources, and programs that support lifelong learning and social connection. Developed in partnership between Warrnambool City Council and South West TAFE, it is a joint-use library which also supports the information needs of TAFE students and staff. The library currently operates under an established staffing structure that has evolved since it opened in 2022. The new library has established itself as a highly valued service, expanding its membership and use within the Warrnambool community and the wider region. As the service has responded to community needs, technology, and programming expectations over the past three years, it is timely to review the staffing model to ensure it aligns with Council’s current strategic direction and supports efficient, high-quality service delivery. The purpose of this review is to: Assess the current staff structure in relation to existing operations, service delivery, and strategic objectives. Benchmark against similar-sized libraries and/or comparable services in regional Victorian cities. Identify opportunities for improvement, including role clarity, capacity for programming, and alignment with contemporary library practices.
