Cocos West Island Seawater Desalination Plant – Design And Construct

Overview Water Corporation is inviting organisations with suitable experience, capacity and capability in water treatment (including reverse osmosis), civil, structural, mechanical, electrical and PCS/SCADA works to submit a bid for the Bid Invitation "Cocos West Island Seawater Desalination Plant - Design and Construct". Purpose The Permanent Desalination Plant will replace the Temporary Desalination Plant delivered under a prior contract. Scope The scope of works comprises the design, procurement, manufacture, supply, construction, installation, integration, testing, and commissioning of the Cocos (Keeling) Islands West Island Permanent Seawater Desalination Plant, as described in the Drawings and detailed in the Specification. The scope includes: Pre-treatment, desalination, and post-treatment systems Some of the additional ancillary infrastructure, including the kitchen/meeting facility, workshop, lab, relocated fluoridation, and the SWRO building Funding This project will primarily be funded by the Commonwealth Department of Infrastructure, Transport, Regional Development, Communications and the Arts. Contractor Requirements All Bids over $4M will require the Bidder to be accredited by the Federal Safety Commissioner under the Commonwealth Government's Work Health and Safety Accreditation Scheme (refer to https://www.fsc.gov.au/scheme-accreditation) It is mandatory that all Bidders are granted Water Corporation Health Safety and Environment (HSE) Prequalification, at the level nominated in the Bid Invitation Tender Briefing A Compulsory Bid Briefing will be held via WebEx only. Attendance at the briefing is a pre-requisite to submission and consideration of a bid. Date: Wednesday, 23 September 2026 Time: 10:00 am, WST Format: Virtual briefing (WebEx) Attendance: Mandatory, minimum one hour Bidders must register via email with the Bid Contact at least five Business Days prior to the scheduled date to obtain an invite to the Bid Briefing. Failure to attend the Compulsory Bid Briefing may result in the Bidder being excluded from the Bidding process. Further information on the Bid Briefing is available in the Bid Invitation Documents following release. Instructions to Tenderers The Bid Invitation Documents may be accessed from 2:00 pm, WST, Thursday, 3 September 2026, by companies registered as Bidders or Suppliers/Vendors on Water Corporation's eProcurement (Supplier Portal). If a company is not a registered Water Corporation Supplier/Vendor or Bidder, the online supplier registration form is available on the Water Corporation website under More/Suppliers & Contractors, Become a supplier. Registration may take up to five Business Days. HSE Prequalification can be lodged via this same supplier registration process.
