Mindarie Regional Council (MRC) invites tenders from suitably qualified respondents to enter into a long-term Unincorporated Joint Venture (UJV) for the establishment and operation of an on-site PV Module and E-Waste resource recovery facility. MRC is seeking one successful respondent to deliver a single integrated solution covering both PV Module and E-Waste processing streams within a single operating model and commercial arrangement. The facility is intended to support circular economy outcomes, maximise resource recovery, ensure compliant management of hazardous materials and deliver long-term commercial value, including net revenue generation outcomes for the UJV. Under the proposed UJV model, MRC will provide the land and labour and, subject to the successful respondent's design requirements and agreement, will deliver the required civil and building works. The successful respondent will be expected to provide the process technology, intellectual property/know-how, specialist technical expertise, systems and operational processes necessary to establish, commission and operate the facility for the term of the UJV. The arrangement is intended to be for a minimum term of 20 years. MRC is seeking responses from prospective joint venture participants with demonstrated capability to deliver an integrated, commercially viable and operationally robust resource recovery solution across both streams under a single UJV structure.
