Department of Education - Margaret River Primary School - Plaster Glass Ceiling & ACM Eaves Replacement Program to Block B-C-E
Tender Overview
About this tender
Overview The Department of Housing and Works (WA) is seeking a Level 1 Conventional pre-qualified builder to deliver the Department of Education's Plaster Glass Ceiling and ACM Eaves Replacement Program to Blocks B, C and E at Margaret River Primary School. About An asbestos-materials site investigation and testing was conducted by LAS Environmental Solutions on 29 January 2026, focusing on asbestos-containing materials (ACM) and asbestos-containing dust/debris (ACD) within the targeted roof void areas where the ceiling replacement works are proposed. ACM/ACD samples collected from accessible ceilings and roof void surfaces were analysed in a third-party NATA ISO17025 accredited asbestos laboratory, and the results were cross-referenced with historical information and the school's asbestos register. Key findings of the site investigation and sampling program for the planned ceiling replacement include: Asbestos-containing dust/debris (ACD) was identified to roof voids of Blocks B, C and E. The nominated blocks had historical corrugated asbestos fibre cement roofing subsequently replaced in the 1990s and early 2000s, and visible corrugated fibre cement roofing fragments were noted to accessible passage voids ACM fibre cement sheeting was confirmed to all external passage eaves and ceilings throughout Blocks B, C and E, with a small exception applying to external (east side) eave sheeting to Block E room E1, which was added in 2001 with added eaves; ACD is presumed to be present above ACM eaves throughout the nominated blocks Minor ACM fibre cement debris was noted within targeted plumbing ducts to Blocks C and E A full risk assessment report is appended to the tender documentation. Scope LAS Environmental Solutions was engaged by H+H Architects to compile an asbestos remediation scope of works prior to the planned ceiling replacement works to Blocks B, C and E at Margaret River Primary School. The school is located to the south edge of Margaret River town, and Blocks B, C and E are located centrally within the school. The 2025-2026 Plaster Glass Ceiling Replacement works include: Identification and removal of hazardous materials from ceilings, ceiling voids, eaves and verandah areas Replacement of internal ceiling linings with new, flush and painted linings Replacement of electrical fixtures, including lighting and fans, to match existing Replacement of security and alarm equipment, including sensors and emergency lighting, to match existing Replacement of fire detectors and smoke alarms, to match existing Known ACM to be Removed This information should be read in conjunction with the school's Asbestos Containing Materials Register and LAS Environmental Solutions' assessment relevant to the asbestos removal work to be performed. Known ACM to be removed includes: C Block toilet plumbing riser: fibre cement debris, floor, poor condition, approximately 6m2 C Block toilet and rooms roof voids: fibre cement dust and debris, poor condition, approximately 88m2 C Block courtyard eaves: fibre cement including dust and debris, poor condition, approximately 55m2 B Block all internal rooms roof void: fibre cement dust and debris, poor condition, approximately 400m2 B Block courtyard eaves: fibre cement including dust and debris, poor condition, approximately 260m2 E Block plumbing riser: fibre cement debris, floor, poor condition, approximately 6m2 E Block all internal rooms roof void: fibre cement dust and debris, poor condition, approximately 184m2 E Block courtyard eaves: fibre cement including dust and debris, poor condition, approximately 165m2 B, C and E Block eaves (outer perimeter): fibre cement including dust and debris, poor condition, approximately 69m2 Removal Methodology Due to the nature of the works, all asbestos removal works will be completed outside of hours during term breaks or the end of year holiday period. The works are staged into three sections, with Stage 1 split into two sections (Stage 1A and 1B). Due to the confirmed presence of ACD within the roof spaces, all remediation works are to be conducted under fully controlled conditions. The removal methodology includes: Notifying the regulator prior to starting the licensed asbestos removal works Ensuring all Work Health and Safety documentation (SWMS, permits etc.) is in place before commencing any work Setting up the work area, including barricading and the placement of signage for clear demarcation Confirming the isolation of necessary services prior to initiating the work Preserving critical facilities to prevent damage during the removal process Preparing the work area by covering walls with polyethylene sheeting and sealing any penetrations or vents Placing the negative air unit(s) and three-stage decontamination unit at agreed upon locations Conducting a smoke test in the work area to verify enclosure integrity with a Licensed Asbestos Assessor (LAA) present Setting up secure access to ceilings for removal utilising mobile scaffolds or elevated work platforms Removing ceilings using hand tools under fully controlled conditions Placing all ceiling waste in marked asbestos bags and sealing them for disposal Double bagging and "goose necking" all asbestos waste to ensure a proper seal prior to washout Securely sealing and clearly labelling all ACM waste using polyethylene plastic with a minimum thickness of 200um, prepared for proper disposal Washing out and removing all ACM bags and materials from the work enclosure Initiating environmental cleaning of the ceiling void after waste removal Using a HEPA vacuum and wet wiping method to clean timber/metal surfaces previously occupied by ACM/ACD, starting from the ceiling void and working downward to ground level to remove all visible dust and debris Maintaining dust suppression throughout the removal process to mitigate dust levels Conducting a thorough inspection of surrounding areas upon completion of ACM/ACD removal, removing any remaining debris Disassembling the work enclosure, ensuring all polyethylene sheeting is removed and treated as contaminated waste Conducting comprehensive decontamination of all personnel, machinery, tools and equipment utilising a HEPA vacuum cleaner in conjunction with a water pump spray Upon completion of all ACM removal activities, the Licensed Asbestos Assessor will conduct a visual clearance inspection and air monitoring. A clearance certificate must be issued to the client and the licensed asbestos removal contractor, confirming that all dust and debris associated with the ACM removal have been eliminated and that fibre monitoring results are within acceptable levels (less than 0.01 f/mL). The work area must remain secured, with signage, bunting and enclosure intact, until the written clearance certificate has been issued. Stage 1 asbestos removal works will be split into two separate sections (Stage 1A and 1B). Following completion of Stage 1A asbestos removal works and clearance by the LAA, asbestos removal works in Stage 1B may commence, with room B6 used as a buffer, alongside commencement of ceiling reinstatement works within the Stage 1A area. Contractor Requirements The risk of exposure to airborne asbestos fibres during the required ceiling replacement works is considered High Risk to workers, occupants and site personnel in the vicinity of the works during potential disturbance. Builder pre-qualification: Level 1 Conventional A Class A licensed asbestos removal contractor (LARC) must be engaged to develop a comprehensive asbestos removal control plan (ARCP) to manage and control removal of the identified ACM and ACD contamination in the area Tender Briefing and Site Inspection A site visit will be held for this opportunity. Date: 21 October 2026 Time: 11:00 AM Location: Margaret River Primary School, 91 Forrest Road, Margaret River To confirm attendance at this site visit, contact Sam Brown (H+H Architects) at sam@hharchitects.com.au or (08) 9778 9600.
