About this tender

Overview The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is seeking a qualified service provider to deliver Fortinet and Microsoft Azure network engineering support and project-based networking services. The selected service provider will act as NOPSEMA's principal technical support resource for managing and enhancing its network environment in both daily operations and specific ICT projects, including responding to incidents escalated from NOPSEMA's network management systems or via its ICT Service Desk, and providing network engineering expertise for planned project work within agreed scopes and schedules. About The NOPSEMA ICT network is currently under a support and maintenance agreement with an incumbent service provider. There may be some limited opportunity for a technical handover from this service provider, though tenderers are primarily required to allocate sufficient time and resources for an effective transition, with the NOPSEMA Confluence wiki as the principal source of knowledge. Purpose The NOPSEMA ICT environment is undergoing a significant cloud transformation driven by a major regulatory application replacement program. Within the next one to two years, many of the organisation's services will shift to a cloud-centric architecture, potentially leading to the closure of the NOPSEMA Perth data centre hosting arrangements. This is expected to require a higher level of expertise in maintaining Azure-centric networking through the duration of the provided network services. In addition, the closure of the data centre footprint and the associated network nodes, in conjunction with the expected life of the FortiGate firewalls, may drive an evolution of the NOPSEMA ICT network topology towards new technologies, such as SASE (Secure Access Service Edge). Scope The scope includes: Fortinet and Microsoft Azure network engineering support services Project-based networking services within agreed scopes and schedules Network maintenance and configuration changes Incident response, including incidents escalated from NOPSEMA's network management systems or via its ICT Service Desk Network engineering expertise for planned ICT project work The required services stated are indicative rather than exhaustive. NOPSEMA reserves the right to request additional, closely related network services under the contract if needed to support its ICT environment. Where required, NOPSEMA will request the in-scope additional services and any associated pricing via a Change Order. Contractor Requirements Service providers with skills and experience in Azure networking may be preferred for the network engineering support and project services in scope of this tender Eligibility NOPSEMA will not consider Tenders for only part of the Services NOPSEMA will not consider a Tender from a Tenderer that does not exist as a single legal entity before the Contract is executed Contract Terms and Conditions Contract award date: 9 December 2027 Transition-in period: to 29 January 2027 Service commencement date: 29 January 2027 While the contract enables NOPSEMA to engage the selected service provider for project work, NOPSEMA may at its discretion obtain alternate service providers for any future projects, without exclusivity to the primary provider for all possible projects Instructions to Tenderers Tenders must be lodged electronically via the Australian Government Tender System (AusTender) at https://www.tenders.gov.au before the Closing Time and in accordance with the tender lodgement procedures set out in the ATM documentation and on AusTender. How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
